Vice Chair Towle pointed out that Mr. Erickson was part of Phase 1 of the project, <br /> which is a unique opportunity to live through Phase 1 and explain to people who may be anxious about <br /> how it operates. Mr. Erickson agreed with Vice Chair Towle and went on to give an example of a <br /> Summerwood homeowner that had complained on Facebook about a digging accident and Mr. Erickson <br /> was able to reply to the homeowner and explain the process of engineering and how mistakes can <br /> happen. Chair Harris replied that the Sewer Commission has on-site engineers that attend the <br /> committee meetings and is represented by Sandy Trip from GHD so that when there are questions that <br /> arise regarding engineering issues,the committee has the opportunity to talk to them firsthand, <br /> including a Wastewater Department liaison. Ms. Castaneda asked Mr. Erickson if he has had the <br /> opportunity to look at the Sewer Commission website in the last few months, and if he had, what his <br /> impression was of it. She also pointed out that there was an archive section for public access. Ms. <br /> Castaneda pointed out that there is a lot of time required to prepare for the role of the Commission, <br /> including the historical perspective to answer any questions from the people of the Town of Mashpee. <br /> Mr. Erickson asked what he should research and review on the website. Ms. Castaneda answered the <br /> website holds many schedules that he should become familiar with, the mapping of the areas that will <br /> be covered in Phase 1 and Phase 2 would be most helpful. Chair Harris pointed out that Ms. Castaneda <br /> and Karyn Leslie,the Administrative support person for Wastewater, and both Ms. Castaneda and Ms. <br /> Leslie have been streamlining the website and stated that there are support personnel to assist Mr. <br /> Erickson with navigating the website in order to learn more about the Sewer Commission. Mr. Meader <br /> stated that, should the commissioners approve Mr. Erickson's application, he would welcome him to the <br /> department and give him an overview of what is going on as well as a tour of the facilities and the plant. <br /> Chair Harris explained to Mr. Erickson the process that the commissioners will need to do, including <br /> filling out an evaluation form for her to review and draft a summary which she then gives to the Select <br /> Board. Should the Select Board move to approve,then he would be interviewed by the Select Board and <br /> put on their Agenda. <br /> Low-Pressure Grinder Pumps Policy <br /> Chair Harris pointed out that the board had rescinded a Low-Pressure Grinder Pump policy because it <br /> was too narrow, it only had to do with single-family and not multiple-family dwellings.The new Grinder <br /> Pump Policy is in conjunction with the Rules and Regulations that were voted on (Page 10,Article 6.07) <br /> with a new policy about who was going to install and maintain the pump.This new policy clarifies this <br /> issue.This requires a vote by the commissioners. Mr. Meader wanted to clarify that the top now says, <br /> "Phase 1" and that was done because of the current financial situations with SRF (State Revolving Fund) <br /> and the DEP (Department of Environmental Protection),the policies are changing rapidly so they are <br /> trying to stay in line with the current standings of the directives that the DEP puts out. Mr. Lyons asked <br /> where in the policy was Mr. Meader was referring to. Mr. Meader answered that what was changed was <br /> Sea Oaks had four(4) grinder pumps that had to go in. In the first Policy, it stated single-family dwellings <br /> and now the new policy has multi-family dwellings to stay in line and cover any future changes. Mr. <br /> Lyons asked Mr. Meader why the policy doesn't say, instead, "We'll provide necessary low-pressure <br /> pumps for installations."This is what the Town agreed to. Ms. Fisher and Mr. Meader explained that the <br /> verbiage "simplex" and "duplex" is what Mr. Lyons is referring to. Chair Harris stated that, before a vote <br /> is called,there could be a change to the second paragraph that refers to a low-pressure grinder pump <br /> system and specifies "...the Town will prove one low-pressure grinder pump system...".The "one" could <br /> be eliminated and instead put, "...the Town will provide low-pressure grinder pump system, simplex or <br /> duplex type, per property at no charge to the property owner." Chair Harris went on to state that what <br /> the committee would be voting on would be the modification of the policy as written on the second <br /> page, second line of paragraph 2. Chair Harris called for a vote.Vice Chair Towle made a motion the <br />
