Chair Harris asked all in favor
that accept the language, "...low-pressure grinder pump system is specified in the original sewer
system design locations by the Town's design engineer, the Town will provide low-pressure grinder
pumps simplex or duplex per property at no charge to the property owner. All in favor. Motion on policy passed by unanimous consent.
Vote on Order of Taking for public streets for grinder pump easement in Phase 2
Chair Harris asked Mr. Meader if this had already been through the legal department and whether this
was a clarification that they wanted to put in place. Mr. Meader answered that KP Law provided the
document. KP Law has been working with the engineers and Wastewater Department, obtaining all of
the maps and assessing whether there needs to be Easements or Orders of Taking because there has to
be a utility easement. Mr. Meader went on to explain that part of the way to get SR funding is they need
to own, operate and install the grinder pumps, which means they need to have an easement onto the
property should there be an emergency. Chair Harris asked if the language had been clarified by the
attorneys and that is what is being voted on. Chair Harris asked the committee members if there were
any further comments or questions regarding the easement. Vice Chair made a motion to approve as
presented. Mr. Lyons seconded the motion. Chair Harris asked if there was any discussion. All in favor.
Motion on Order of Taking for public streets for grinder pump easement Phase 2 passed by
unanimous consent. Chair
Harris asked for a Motion. Mr. Lyons made a motion to approve.Vice Chair Towle seconded the
motion. Chair Harris asked for discussion, asking when easements are done, is there anything that goes
across the landscape the Town is responsible for. Mr. Meader answered that the property will need to
be restored back to how it was found. Chair Harris stated that these questions and answers that are
taking place now may help ease homeowners minds regarding their property and what happens when
digging begins. Mr. Lyons asked Mr. Meader if pictures are taken of the property before digging
happens. Mr. Meader answered that pre-construction photos are taken of the property, and additional
pictures are taken throughout the whole construction period and at the end of the result. Mr. Meader
also explained that, should the owner decide to initiate a drastic change to their property(put a
swimming pool in where septic once was),there is now language in the policy, and it can be adjusted
on-site and "as-built" drawings can be provided afterwards to put with the easement on file.
