Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> of the PLC System and the SCADA System were different manufacturers. Mr. Meader answered that the <br /> PLC is purchased and programmed but the SCADA System is designed by GSD Grady, who writes the <br /> program and integrates them both. He spends time making sure that when the SCADA is turned on, it <br /> communicates to the PLC to turn that on. Mr. Nair asked Mr. Meader what is in the SCADA System that <br /> is not in the PLC and vice versa. Mr. Meader answered that the issue is that the pump stations to the <br /> plant are fiber optics with Open Cape and they just laid the lines this past week,then the splices take <br /> place.Then the taxi box is put on it which allows the operators to put in a VPN, a firewall so that if <br /> someone is on the Town Open Cape System,they cannot access the System. Mr. Nair asked if the <br /> control is by the PLC or the SCADA System. Ms.Tripp answered that the PLCs are programmed by GHD, <br /> and they are part of the SCADA System.The control panels are programmed by the vendor.There is <br /> communication between the control panel and what is viewed in the office.The vendor,the engineer <br /> and Mr. Meader decide what level of control is required. (Monitor at the office or go down and shut off <br /> a pump?) It is dependent upon what type of control is recommended by the equipment manufacturer, <br /> by the engineer and the Wastewater Superintendent. Mr. Meader added that it is another method of <br /> interface other than just local. Ms.Tripp also stated that the alarms are a part of the SCADA System as <br /> well. <br /> (PowerPoint) <br /> Collection System Accepted by Town <br /> • Planned for April/May (Phase 1) <br /> o Finalize punch lists <br /> o Issue Substantial Completion for Underground Piping <br /> o Complete punch lists <br /> • Town Activation—GHD recommends May 20, 2025, as the target for wastewater to flow into <br /> the plant or into the collection system <br /> o Issue Certificates of Substantial Completion to let the Contractor know that the Town <br /> has taken over <br /> o Have Operations Staffing Plan <br /> o Coordinate with WRRF to remove plug at WRRF separating the Influent Pump Station <br /> from the collection system <br /> Mr. Lyons asked if the initiation of the wastewater will just be from the apartment buildings initially. Mr. <br /> Meader answered that everyone will be accepted at once. Mr. Lyons questioned Mr. Meader's answer <br /> because there are 5, 6, and 7 streets that are 90-days apart that will not all come in together. Mr. <br /> Meader clarified that they will issue the order to collect all at once and they know what it will take. Mr. <br /> Meader went on to explain that he met with Robert B. Our and there is an understanding that Asher's <br /> Path apartments are at a two-day connection period and the start-up date.That will be the first one. Sea <br /> Oaks is a three-week process because they are upgrading their system. Summerwood will need to have <br /> their plan finalized. Originally, it was thought that the condos would be the first ones but there needs to <br /> be as much flow as possible. Mr. Lyons asked how long it would take to fill the entire system and is it <br /> flooded from the top down or from the bottom up. Ms.Tripp answered that a little further on in her <br /> PowerPoint presentation,that will be answered.Vice Chair Towle asked when do the warranties and <br /> guarantees start. Ms.Tripp answered that the contract is written that substantial completion starts at <br /> either 2%years from the date of equipment receipt or 1 year after substantial completion,whichever is <br /> later. Even if the equipment warranty runs out,there is still the 1-year contractor's warranty period <br /> from the date of substantial completion.
