Chair Waygan will not take Public Comment on <br />this matter until the Cape Cod Commission has issued their decision. Reviews can take <br />months and sometimes longer than a year. The Commission holds their meetings via Zoom if <br />the public wishes to participate in this process. <br /> <br />MOTION: <br />Mr. Balzarini made a motion to refer this project to the Cape Cod Commission as <br />a DRI review, once a decision is rendered the abutters will be notified, and a <br />hearing notice will be advertised. Seconded by Mr. Richardson. All in favor. <br /> <br />7:30PM Friends of the National Wildlife Refuge Presentation <br />- Glenn Davis Regarding Town Meeting Article for establishing an area for a <br />visitors’ center on Route 28. <br /> <br />Glenn Davis, Co-President of the Friends of the National Wildlife Refuge, spoke on Article 26 <br />which authorizes the Select Board to negotiate a lease with Friends of the National Wildlife <br />Refuge to establish a visitors’ center at 966 Falmouth Road. <br /> <br />th <br />The Refuge is celebrating its 30 anniversary this month. It is comprised of 6,000 acres <br />between Mashpee and Falmouth, and has a partnership between 9 federal, state, local, and <br />tribal organizations. <br /> <br />A visitors’ center will promote the Refuge for tourism, greater public access, and strong <br />collaboration to protect and enhance wildlife habitats. It will house an information desk, store, <br />pavilion, gardens, office space, a greenhouse, and outdoor exhibits year-round. <br /> <br />Next steps include engineering a site plan, architectural conceptual design, negotiating a lease <br />with the Town, and exploring funding and grant opportunities. The first two items were already <br />th <br />funded. The state set aside $30,000 for the fiscal year that must be spent by June 30. There <br />are some promising grant opportunities that will allow for the purchasing of high-end green <br />houses to be added on site. There will be pollinator gardens. <br /> <br />Mr. Balzarini suggested incorporating some Tribal influence and pay homage to the <br />Wampanoag. He also inquired about parking. <br /> <br />Mr. Davis stated from this location you cannot access all 6,000 acres. The kiosk can guide <br />people to other sites with subsequent parking but is not intended to be trail head parking. <br />3 <br /> <br /> <br />
