Article 26 <br />To see if the Town will vote to transfer the property described below from the tax custodian for <br />tax title purposes to the Select Board for general municipal purposes and for the purpose of leasing, <br />and to authorize the Select Board to lease to the Friends of Mashpee National Wildlife Refuge, a <br />501(C)(3) not for profit organization, the parcel of land located at 966 Falmouth Road, identified <br />on Assessors Map 93 as Block 9, and shown as Lot 2 on a plan entitled "Plan of Land Mashpee, <br />Massachusetts", dated April 2, 1973, a copy of which is on file in the office of the Town Clerk, <br />for a term of up to ninety-nine (99) years on such terms as the Select Board deems appropriate, <br />and further, to authorize the Select Board to submit a petition the General Court, if applicable, for <br />special legislation authorizing such lease notwithstanding the provisions of G.L. c.30B, §16, or <br />take any other action relating thereto. (SEE LOCUS MAP IN APPENDIX A) <br />Submitted by the Select Board <br />Explanation: This article will authorize the lease of land to the Friends of Mashpee National <br />Wildlife Refuge to construct and operate a Visitor Contact Center, greenhouse, and meeting <br />pavilion at 966 Falmouth Road, off Route 28. Article 26 requires a 2/3 vote to pass. <br />The Select Board recommends approval of Article 26 by a vote of 5-0 <br />The Finance Committee recommends approval of Article 26 by a vote of 7-0 <br />Motion made by Select Board Member Weeden <br />MOTION: I move the Town vote to approve Article 26 as printed in the warrant with the <br />exception of the phrase "or take any other action relating thereto." <br />Motion passes 175 to 8 at 9:32PM <br />Article 27 <br />To see if the Town will vote to amend Chapter 3 — Appointed Board and Commissions to add the <br />following Subsection 3.3 Public Comment: <br />3.3 Public Comment — All Committees, both elected and appointed, shall submit their agendas <br />listing "Public Comment" as an agenda item. "Public Comment" will appear at the beginning of <br />each agenda. "Public Comment" shall not be limited to items listed on the agenda. Chairs may <br />choose to have speakers sign-up before meetings begin. If the list of those who wish to speak is <br />inordinately long, the Chair may choose to limit each speaker's time to a reasonable number of <br />minutes. <br />or take any other action relating thereto. <br />Submitted by Petition <br />
