o Staff clarified that permits are thoroughly vetted before being placed on the <br /> agenda, and incomplete applications are returned to applicants for revision <br /> o Noted that most applications meet requirements, but additional information is <br /> often requested during deliberations <br /> o Concerns expressed about inconsistent application completeness and the need for <br /> a standardized process to ensure all necessary materials are included before <br /> scheduling <br /> o Reference to recent application issues, such as missing documents, and the impact <br /> on meeting efficiency <br /> o Acknowledgement that project requirements vary and some issues are <br /> unavoidable, but small process tweaks may yield efficiency gains <br /> o Openness to experimenting with new approaches to improve meeting outcomes <br /> ➢ Bylaw Review Subcommittee <br /> o There is one open position on the subcommittee. Both Mr. Cook and Ms. <br /> Thornbrugh have expressed interest in filling this position. The subcommittee can <br /> have up to three members, eliminating the need for public notice and allowing for <br /> more efficient policy drafting <br /> o Additionally, a suggestion was made to include Mr. Kent(Assistant Conservation <br /> Agent) as a fourth member to balance staff and commissioner representation. The <br /> chair plans to revisit this topic and may fill the position in the next meeting <br /> ➢ Update on Cape & Islands Engineering Signage <br /> o Agent has reached out to C&I Engineering to request the removal of <br /> "Conservation Commission"wording on their permit signs. Still awaiting <br /> response. <br /> UPDATES <br /> ➢ Red Brook Road Culvert (Waquoit Bay Research Reserve-grant assistance) <br /> o Permitting process has started with application submitted for a water quality <br /> certification (WQC) with DEP A WQC must be approved prior to submission for <br /> a Notice of Intent before the commission. The NOI application is forthcoming for <br /> the culvert replacement. We are also assessing the potential wetland restoration of <br /> Red Brook and its riparian corridors (Mashpee & Falmouth sides) <br /> ➢ Upper Quashnet Restoration <br /> o Commission was previously presented with 25% level design plans from project <br /> consultant Horsley Witten Group. Since the time we've been able to secure <br /> additional project funding from NOAA through assistance from the Association <br /> for the Preservation of Cape Cod(APCC). There will be a public scoping <br /> meeting on April 5th (Saturday) from 9 am to noon at the Mashpee <br /> Wampanoag Tribal Government Center. Booths will be set up to inform the <br /> public about this project, as well as potential wetland restoration at Redbrook and <br /> the restoration of the Upper Mashpee River and herring run. All of this is being <br /> coordinated with APCC and the Waquoit Bay National Estuarine Research <br /> 8 <br />
