Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Mr. Nair stated that he read in the papers that there was an $8.1M grant for Phase 2 Collection <br /> System from the Cape Cod and Islands Water Preservation and asked Mr. Drainville if that was <br /> going to be a budget relief for Phase 2. Mr. Drainville stated that it was the Cape & Islands Trust <br /> where there is a 25% "principal forgiveness" for the project. DEP has authorized the Town to <br /> spend $50M/year so it is actually$17M for the whole project. <br /> Mashpee/Wakeby <br /> Why this area? <br /> o Can contribute to nitrogen TMDL goals <br /> o Can contribute to phosphorus reduction to help restore Mashpee Wakeby Pond <br /> o Diagnostic study done in December 2024 with properties in Mashpee and <br /> Sandwich and if the phosphorus can be reduced in the target properties, that <br /> would help with the health of the pond. <br /> o Groundwater recharge opportunity <br /> o No other groundwater recharge sites in the Town have been identified. <br /> o Potential to collaborate with Sandwich <br /> o The area north of Mashpee Wakeby Pond is the target area. It is in Popponesset <br /> Bay Watershed area and will help to address the Nitrogetn TMDL. <br /> o Diagnostic Study of Mashpee/Wakeby Pond. On the map which was drawn from <br /> the study, the purple properties are in Mashpee and the green are in Sandwich. <br /> Reducing phosphorus will contribute to the health of the pond. Also, this area <br /> can be considered for future ground recharge areas. <br /> [2nd video picked up in the middle of a conversation about Great Neck] <br /> There were conversations and points about questions regarding the efficacy of the Mashpee <br /> Wakeby Plan. There was a concern expressed of whether this does distract from the overall <br /> plan but it does not. The point was made by Mr. Lyons about pursuing Great Neck Road South. <br /> The question as raised about JBCC and use of facilities. Mr. Meader expressed this is a <br /> conversation being explored for ground recharge once the WWRF is opened. <br /> Summary <br /> 1. Costs are competitive <br /> 2. Property is available <br /> 3. Mounding for groundwater permitting does not appear to be a hurdle <br /> 4. It provides for an opportunity to collaborate with Sandwich to help reduce nitrogen in <br /> the Popponesset Bay watershed while also addressing phosphorus concerns in <br /> Mashpee/Wakeby Pond. <br /> 5. The schedule is the most advantageous in that as a stand-alone project with proven <br /> performance, it affords the town with the fastest opportunity to reduce nitrogen and <br /> phosphorus in this area. <br />
