Prior to C, it was only allowed in 11 through the Plan Review <br /> Committee. The Planning Board made a Ground Mounted Solar Bylaw that was more robust <br /> as solar evolved. It created the right to build solar projects in C 1 and C2 via special permit. <br /> More zoning districts needed to allow for solar, and it was very well crafted. It includes a <br /> decommissioning plan as well as a glare study and aligns with industry standards and best <br /> practices. There are large rigid setbacks for solar that allows this Board to waive. For example, <br /> it needs to comply with 100ft. buffer to residential but given topography fewer footage may be <br /> acceptable. <br /> There is a current project at 858 Falmouth Road. The Board needs to identify which approach <br /> to take. Option one is our current status with no waivers in 11, and C1 & C2 require Special <br /> Permits, as currently written. Option two is 11 now becomes a Special Permit, making Special <br /> Permit across 11, C 1, and C2. <br /> Ms. Waygan further explained that there is no mechanism to waive for dimensional <br /> requirements, and it presents problems for applicants. This problem will remain unless we <br /> change it to a Special Permit, specific language being ground mounted solar panels, not car <br /> ports, boat ports, or storage ports. This project coming to us soon will most likely be elevated <br /> solar mechanisms designed for storage use. The bylaw has a maximum height requirement. <br /> We need to define these structures as they are not defined in our bylaws. The ones at Christ <br /> the King were permitted because it's religious entity. <br /> Mr. Balzarini is curious about the oxygen levels provided by trees over 20 years versus how <br /> long a solar farm supplies energy and those costs associated. <br /> Mr. Oakley would like to be able to see apartments with solar on top. <br /> Mr. Tobin explained for this project coming, unless you were stopped at the front entrance, <br /> there is a buffer, a single floor drive up storage is obstructing the view. The Town Engineer <br /> could ask the applicant to do a line of sight study. Plan Review raised some issues with tree <br /> height. The lot's topography has a significant downhill slope where trees have the perception <br /> of being shorter. <br /> 5 <br />
