<br />Select Board <br />Minutes <br />June 23,2025 <br /> <br />Affordable Housing Committee and Planning Board were held throughout early June, with <br />the public comment period closing on June 6. <br />Board members praised the effort, noting the aggressive timeline and strong collaboration. <br />Tobin credited the public, various boards, and town staff for their input and support. Final <br />thanks were extended to all involved, including the Town Manager’s office. <br />Motion made by Selectman Richardson to approve and adopt the Housing Production <br />Plan. <br />Motion seconded by Selectman Weeden. <br />Vote: 4-0. Galibois returned for a third <br />time to update the board on five major public safety initiatives. First, the CERT (Child <br />Emergency Response Team) program launched two months ago to coordinate rapid <br />response to child abuse cases, with strong attendance at recent training. Second, nearly <br />$100K was used for human trafficking training across the State, with over 200 attendees at <br />an April session featuring the FBI and U.S. Attorney’s Office. Third, new fentanyl laws <br />allowing pre-trial detention have helped reduce overdoses — non-fatal by 25% and fatal by <br />35% in 2023 to date. Fourth, Cape Cod Healthcare’s real-time CIMS system, which <br />connects first responders and hospitals for overdose cases, is expanding through a $1 <br />million grant. Finally, on elder fraud, Barnstable had 319 reports but only 15 charges due to <br />limited resources. A proposal for $580K would fund six new positions to address the issue, <br />with wide support from local agencies.
