Mrs. Thornbrugh mentioned the use of spray <br /> <br /> paint in lieu of staking and the difficulty of visually identifying these areas. Mr. Tavares clarified the painted <br /> <br /> <br /> areas and apologized for the difficulty in identifying these areas. Mrs Thornbrugh mentioned <br /> <br /> concerns about impervious surfaces and proximity of proposed activities from the water. She <br /> <br /> <br /> asked about the gutter drain regarding pool water drawdown. Mr. Tavares clarified that drain is for any site <br /> <br /> runoff and not for pool drawdown. Mr. Colombo stated he’ll pass on his comments until later. <br /> <br /> <br /> Mr Sahl asked if the patio could be comprised of pervious material & Mr. Tavares stated that it can be pervious <br /> <br /> and would not be a problem. <br /> <br /> <br /> Mrs Pitt acknowledged that pools can be difficult to approve but also mentioned that the creeks <br /> <br /> and bays in New Seabury are not swimmable due to water quality issues. Ms Godfrey expressed <br /> <br /> <br /> concerns about proximity of pool to wetlands and acknowledged mitigation proposed. Mr. Cook asked about <br /> <br /> waiver request details. Mr. Tavares expanded on waiver request. Mr. Cook inquired about <br /> <br /> <br /> potentially moving the pool/patio outside The 75 ft setback to wetlands as there appears to be <br /> <br /> room for that. Mr. Tavares indicated that may be possible. Mr. Cook asked about groundwater <br /> <br /> <br /> elevations on the site and inquired if a test pit was done. Mr. Tavares said there was no test pit <br /> <br /> done. Additional discussion ensued about bottom of pool structure to groundwater and prevention of pool from <br /> <br /> <br /> popping up in the wintertime. Mr. Tavares described the use of hydrostatic valves to stabilize pool in the event <br /> <br /> of flooding. Mr. Cook mentioned addition of erosion control on the plans. <br /> <br /> <br /> Mr. Colombo stated he’s struggling with pool patio within the 75 ft buffer and the <br /> <br /> waiver request as well as property proximity to the velocity zone. No public comment. <br /> <br /> <br /> Agent McManus stated that waiver requests should be more robust in addressing the various <br /> <br /> criterion and clarified the consideration of waiver requests based on existing site conditions and <br /> <br /> <br /> stated criterion. Agent Kent reiterated concerns about separation of pool from groundwater. <br /> <br /> Mr. Tavares reiterated the project is not in the velocity zone. Mr. Sahl motioned for a close and <br /> <br /> <br /> issue & Mrs. Thornbrugh seconded the motion with clarification that the seconding of the <br /> <br /> motion was for discussion purposes only. Mr. Colombo inquired about the hydrostatic valves and <br /> <br /> <br /> storage capacity of the pool and risk of pool popping up out of the ground in a flood event. <br /> <br /> Additional conversation ensued regarding this topic. Mrs. Thornbrugh expressed her concerns <br /> <br /> <br /> about a pool for various reasons (buffer zone setback, waiver consideration, etc). Mrs Pitt <br /> <br /> mentioned possibly relocating the pool out of the 75 ft buffer zone. Mr. Cook asked Mr. Tavares <br /> <br /> <br /> if they would want to continue. Agent Kent reminded commissioners that the motion still needs <br /> <br /> to be voted upon.
