This raised a broader point: <br /> once projects are complete, they should be closed out quickly so that any remaining funds can be <br /> returned to the CPC account and made available for new projects. <br /> Discussion of Project Closure and Reporting <br /> The committee returned to the broader issue of tracking open projects. They noted that funds tied up in <br /> unfinished or inactive projects reduced flexibility for new initiatives. While projects should not be <br /> closed prematurely, lingering accounts tied up unspent balances indefinitely. <br /> It was reminded to the group of their past discussions about requiring progress reports within a set <br /> timeframe—possibly two years after funding—so the committee could determine whether to extend, <br /> close, or rescind unspent funds. Ms. Waygan shared that there is a simple one-page reporting form used <br /> by the state for Affordable Housing Trusts, which documents annual expenditures and outcomes. She <br /> suggested adapting it for all CPA-funded projects. The committee agreed this could be a workable <br /> model. Each liaison could serve as the point of contact for their assigned projects, ensuring annual <br /> updates were collected by late July or early August, after fiscal year books were closed. This would <br /> provide timely information for CPC's annual public hearing in September. Once a program coordinator <br /> is hired, that person could assume responsibility for managing these reports. <br /> The Chair committed to bringing a draft of the universal reporting form to the next meeting. <br /> COMMUNICATIONS AND CORRESPONDENCE <br /> The Chair noted that CPC's required CP-3 Report a state filing summarizing all projects funded in the <br /> previous fiscal year—was due. She would prepare and submit it. <br /> ADDITIONAL TOPICS <br /> Chair Russell also mentioned that she had asked Ms. Wyman-Colombo for an update on Pickle Cove, <br /> but Ms. Wyman-Colombo said she had nothing to report publicly at this time. The Chair confirmed that <br /> the project had recently been the subject of an executive session of the Select Board,but no information <br /> was yet available for public disclosure. <br />
