All materials have been provided. <br /> Ms. Waygan reiterated the boat storage was with the ZBA. Updated site plans were <br /> distributed. She inquired about suggested language for the waiver. Mr. Tobin discussed how it <br /> would be cited. He noted any appeal would be through ZBA Special Permit or Building <br /> Commissioner's issuance of a Building Permit. <br /> Mr. Pesce did not see any issues with the waivers. Weston & Sampson has done their <br /> homework and the 23ft. height relief being sought, along with the closest array of 63ft., there is <br /> an adequate buffer zone between this location and the nearest residential abutter. It would be <br /> reasonable to grant, and he recommends they do that. The area was cleared of all vegetation. <br /> Ms. Waygan asked about the maintenance plan and no vegetation allowed, there is a gravel <br /> and dirt pathway storing the equipment. <br /> Mr. Patterson stated the decommissioning plan was given and Ms. Costello noted that was the <br /> reason for the additional 25% contingency surety. <br /> Mr. Pesce also recommended a walk-through inspection after the dismantling and <br /> decommissioning, to ensure accordance with the plan. <br /> Ms. Waygan asked about the Solar Glare Report. <br /> Mr. Pesce stated the plan shows all abutters, one being commercial on the east side. The tilt <br /> on the panel aims towards the south, at 7°, unless you're above the panel, there will be no <br /> glare. The analysis software looks at that. There is no glare predicted at the 10 points abutting <br /> the property and no glare at receptors. The height of 33ft. was selected for vegetated areas. <br /> Distance and height of panels at 23ft. are not going to create a glare impact. Residential <br /> Abutter 1 is closest to array 4, already at 106.2ft. away from the property line. Array 3 is 73.8ft <br /> from property line and way over 100ft. to the residential abutter. He looked at the GIS, and the <br /> intent of the bylaw is to give 100ft., and there is essentially that due to the trees in between. <br /> There is no change of glare. <br /> Mr. Balzarini clarified the height at 23ft. is to the top of the panel. He asked if there was a <br /> buzzing noise from the battery. Ms. Costello answered the noise mimics an AC unit and is <br /> heavily insulated. The abutters will not be impacted by noise. The industrial abutters are <br /> closest to the battery, with structures in between. Mr. Balzarini asked if any trees will be <br /> replanted, it was noted there are not many trunks being removed, mostly canopy being pulled <br /> back. <br /> Mr. Hansen noted the pitch array at 70 is not indicated on sheet C502. <br /> 3 <br />
