All in favor. <br /> NEW BUSINESS <br /> Road Taking Warrant Article — Review of Layout Plan for Godfrey Road & Barbary Circle <br /> Ms. Waygan stated this Board will make a recommendation as a formal vote and then allow <br /> the Board Engineer to review this. There is a procedure that this Board voted on and sent to <br /> the Director of the Department of Public Works. It should be in the electronic files of the <br /> Planning Department. Mr. Pesce may have the steps as he has been involved. With the taking <br /> of a road, the DPW would come to this Board, and we would make a recommendation. It dates <br /> back when proper drainage and water protections were a concern, so this procedure came to <br /> be. We do not control the DPW, but this may be why this Board was given a heads up. <br /> Mr. Pesce will look at this, and suggests this item be tabled. <br /> 0 Gunters Lane, Mashpee Possible Reuse of Town-Owned Cluster Subdivision Open <br /> Space Set Aside for Waste Water Infrastructure <br /> Ms. Waygan has been invited to a meeting tomorrow at Town Hall regarding this matter. Ms. <br /> Faulkner was also invited. She felt as Chair of the Planning Board; it was not fair to the other <br /> members to not discuss this matter. <br /> A letter was given to the Select Board from GHD, on behalf of the Wastewater Department, <br /> regarding this plot. It was created under a cluster subdivision as open space that was set aside <br /> for that development, north of Wakeby Pond. Mashpee has a strong history of cluster <br /> subdivisions, to retain land/open space in its natural space. Property owners of these <br /> subdivisions give up their backyards with reduced lot sizes and contribute it to the open space <br /> that everyone gets to utilize. It reduces run-off and pollution and keeps our trees. It's a pro- <br /> environment model. The Town got a big award for this work; it led the way for the cluster <br /> subdivision. Previous Town Planner Tom Fudala fought hard for this. If you drive around <br /> Mashpee, notice how many trees there are and vegetative buffers. <br /> Ms. Waygan opened the Wastewater Plan from 2015 and found a few issues. One item <br /> labeled 8-1 Priority Areas for Sewering the Town in colors red, blue, or yellow are used to <br /> delineate primary, secondary, and tertiary areas. Why aren't we sewering north of the ponds? <br /> Based on needs assessment, this is a tertiary prioritization area, meaning low priority or <br /> loading area. Open space would be lost by this and focusing our wastewater efforts on an area <br /> that is not a primary or secondary area of concern is not ideal. These reports are huge. This <br /> implementation phasing plan, anything close to this area for sewering is phase 4 or 5, and that <br /> isn't even highlighted in this plan. She handed out the cluster subdivision plan that clearly <br /> marks this area as open space. She sits on the CPC. They fight hard and spend a lot of money <br /> on this. People are saying we got this for free, but we didn't, it's part of the cluster subdivision <br /> 5 <br />
