Proposed septic system upgrade to Title IV/IA <br /> System. (Representative: Scott Miccile) <br /> • Ms.Huntington is an elderly widow who is selling her home after a failed <br /> Title 5 inspection revealed the leaching field was in hydraulic failure. <br /> The buyer wishes to upgrade the system from three to four bedrooms. <br /> Mr. Miccile presented a plan for a full system replacement, including a <br /> sledgehammer model S86 IA system. The property lies primarily within <br /> the 100-150 foot buffer zone from a coastal bank and flood zone, but <br /> more than 150 feet from any wetland buffer. <br /> • Vice Chair Sarah Thornbrugh confirmed that the project address is 87 <br /> Bayshore Drive. She noted that she was unable to conduct a site visit and <br /> asked about nitrogen calculations.Mr.Miccile acknowledged submitting <br /> them late, with results showing nitrogen increasing from 9.89 to 11.86 <br /> with the fourth bedroom,not accounting for the sledgehammer system's <br /> reduction potential. <br /> • Mr. Colombo expressed disappointment that the site had not been staked, <br /> making field review difficult. He also noted the late arrival of nitrogen <br /> calculations. Ms. Seana Pitt asked about tree impacts, and Mr. Miccile <br /> confirmed the design avoids root masses of mature oaks. Ms. Godfrey <br /> echoed concerns about missing stakes. <br /> • Mr.Miccile reported that the Board of Health has conditionally approved <br /> the four-bedroom upgrade, pending selection of an installer. <br /> Commissioners discussed erosion control, nitrogen calculations, and the <br /> potential reduction from the IA system. Mr. Colombo raised concern <br /> about the lack of clarity regarding nitrogen reduction claims for the S86 <br /> model, noting prior systems typically report 35 mg/L before Cape Cod <br /> Commission formula adjustments. <br /> • Assistant Conservation Agent, Daniel Kent and Conservation Agent, <br /> Drew McManus, clarified that the filing came in as an RDA, which they <br /> feel is appropriate, given the work is within the outer buffer zone but not <br /> directly in a flood zone. Commissioners considered whether a negative <br /> determination could be issued. <br /> • Discussion turned to system maintenance. Mr. Colombo stressed concern <br /> about lack of mention of a maintenance contract for the IA system,noting <br /> that without oversight, such systems may not function effectively. Mr. <br /> McManus explained that the Board of Health requires homeowners to <br /> maintain contracts with certified IA system specialists, and the Board <br /> serves as the enforcing authority, monitoring compliance. The <br /> Commission discussed the timing of the IA system contract transfer, <br /> noting that the new homeowner would assume responsibility once the <br /> sale closed.
