Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> NOI 19 Cricket Way, Nina Cocomazzi. Proposed House Demolition and Reconstruction, <br /> Mitigation Plan (Representative: Falmouth Engineering Inc.) (cont. 8.21) 43- <br /> 3360 <br /> • The applicant was represented by Mike Borselli of Falmouth Engineering and landscape architect, <br /> Andrew Garrela of Yarmouth Port Design. <br /> • Mr. Borselli outlined revisions made since the August hearing, including the addition of dry wells to <br /> capture roof runoff, a clarified limit of work on the site plan, and an updated landscape plan. <br /> Architectural plans were also revised to address prior concerns about floodwaters entering and being <br /> trapped in the lower level of the house. The slab of the new house was designed to be level with the <br /> bottom of the flood vents, ensuring proper drainage as waters recede. Nitrogen loading calculations, <br /> accounting for a recently installed denitrifying septic system, were submitted as well. <br /> • Mr. Garrela explained that no lawn areas were proposed and that the restoration would instead use a <br /> New England wetland seed mix, consistent with regulations and avoiding fertilizer use. Mr. Colombo <br /> asked about the slab pitch; Mr. Borselli confirmed it would be generally level, though slightly pitched <br /> to ensure drainage. Mr. Sahl noted the builder's plan described the slab as pitched from the center, <br /> confirming proper water drainage through the vents. <br /> • Commissioners discussed landscaping restoration, noting the property currently had natural grass <br /> rather than a lawn.Mr.McManus confirmed that the plan complied with Regulation 31 since it avoided <br /> fertilizers and maintained vegetative cover. A peer review report commissioned at the request of Ms. <br /> Thornbrugh was submitted, finding no major issues and affirming the project's design. Mr. McManus <br /> summarized that the coastal bank's load-bearing capacity was sufficient and recommended requiring <br /> a spill kit for excavation equipment as part of the order. <br /> • Chair Mr. Cook reviewed the peer report and reiterated that construction should avoid disturbing the <br /> coastal bank. Mr. Borselli confirmed that all access and equipment would remain upland, with no <br /> activity proposed on the bank itself. Excavators would be stationed beside or behind the house, and all <br /> debris would be removed directly from the site without dumpsters. <br /> MOTION: To close and issue an Order of Conditions for 19 Cricket <br /> Way to include requirements for a three-year mitigation and monitoring <br /> contract, restrictions against storage of items in mitigation areas or <br /> coastal resource areas, and a spill kit on-site for excavation equipment <br /> and additional haybales on south side of property. <br /> Discussion: Regarding extending the limit of work on the southwest side <br /> of the property. <br /> Motion by: Richard Sahl Seconded by: Sandi Godfrey <br /> Vote: Motion passed by unanimous vote. <br /> (Steven Cook, Sandi Godfrey, Paul Colombo, Richard Sahl) <br />
