This open space is <br /> absolutely beautiful. For it to come through Sandwich, we will need to get their approval. There <br /> are a few design proposals, he saw some last week. There were a couple missing from the <br /> presentation. He has been there since 1994, Gunters Lane does not contribute to these loads, <br /> and half gets eaten up when going into the pond. The alum treatment is being used. He wants <br /> clean water. He would absolutely rather have a sewer than septic. He doesn't know how far on <br /> his property they will clear, before it was 100ft, showing shrubs inside his property line. When <br /> talking about transparency, why weren't all slides shown? The certified letter never came. They <br /> are rounding up to 4% when it's really 3.5% open space. If they do this here, a lot more <br /> vulnerable spaces can just be taken whenever they want. <br /> Ms. Waygan stated on paper it looks wider; in person you can see houses through the trees. <br /> This is the third big project with this type of roll out, the others being the cell tower and the 346 <br /> page bylaw on Form Based Code, and there was not a peep to the Planning Board. She is an <br /> active member and sits on other committees, this was done at the 11th emergency hour, with <br /> no time to pause and think if this is even right, because it is happening so fast. This should be <br /> put on hold for some serious community workshopping. It is still on the Warrant but she asked it <br /> be removed due to the lack of community involvement. Workshops will be held at the Town Hall <br /> on September 25t", October 2nd, and October 16t" at 7:OOPM. <br /> Mr. Balzarini commented Town Meeting will still need to vote yes on this project. Mr. Milbury <br /> stated there is still time for comment and to get the word out. <br /> Lynne Barbee- She has multiple concerns. The state defines that parcel of land as prime forest <br /> land from a natural resources evaluation. People who don't swim walk in that forest, to give up <br /> one for the other seems unfair. We approved a substantial alum treatment of the pond that will <br /> deal with the phosphorus. There have been no studies on topography, how will it all work? The <br /> information has not been prepared to allow an informed decision on best place for this facility. <br /> The pipe that would bring all the wastewater into the system comes directly out of the cul-de- <br /> sac at Gunters Lane. The lack of transparency is what really bothers her. There have been <br /> three versions of Article 4, first talking about piping and lift stations and electrical eequipment, <br /> and the following one did not mention anything about borrowing money or Gunters Lane. The <br /> third version mentioned borrowing money and doesn't discuss unpleasant sewar piping or odor <br /> control. It does not mention anything about the $25.9 million dollars. This process has been <br /> horrible. This will ruin a beautiful piece of land that does not have much impact on the ponds, as <br /> the alum treatment is helping. This has left people with a lot of mistrust. If we have the extra <br /> $25 million lets put it where it will have impact. <br /> CHAIR'S REPORT <br /> 8 <br />
