It talks about limited use of <br /> acreage, state funding, and no interest loans would project a cost of$54.00/per person a year <br /> to get this completed. He noted a conversation he had with the Water Quality Coordinator. He is <br /> sympathetic to people who want to keep their pristine area of open space. He noted most of this <br /> is going to be underground. Clean water is a critical issue. There are community workshops <br /> mentioned in the article, being held at the Mashpee Town Hall. <br /> Ms. Waygan followed up saying the more she researches this, the more she grows concerned. <br /> At the Barnstable County Registry of Deeds, on page 4 in Plan Book 448, the upper right <br /> signature block has signatures belonging to Mashpee Planning Board members. She has never <br /> known a subdivision created or approved through Planning, where if you wanted to change <br /> uses it did not need to come back to that Special Permit granting authority. On that plan it <br /> clearly is listed as open space. What is our jurisdiction? We may have been offered Public <br /> Comment to the 2015 Nitrogen Management Plan, but we are not the ultimate approvers. <br /> Mr. Balzarini noted, even if the water is treated it still goes into the pond. He needs more <br /> information before he decides. He does agree with Mr. Milbury, we need to look into cleaning <br /> up the waters. He wants a guarantee they will take phosphate, not just nitrogen. Nitrogen has <br /> no effect on ponds. <br /> Mr. Oakley stated the northern portion of the Wakeby side gets the biggest loads and algae <br /> blooms and seasonal closures are an issue. Initially, this was shocking to most because we <br /> were not finding out about this until late in the game, and that is a valid concern. Overall, <br /> reduction in phosphorous loads is positive. <br /> Ms. Waygan stated they have not gotten access to Town Counsel on this. There is a lot of <br /> paperwork missing here. There are no minutes from that meeting, or paperwork noting that <br /> decision. There is a Registry of Deeds recording. <br /> Mr. Tobin referenced what they were just looking at with the cluster subdivision, the Planning <br /> Board has their subdivision plan and the ZBA has their Special Permit. In Mashpee, when the <br /> cluster subdivision bylaw was first created, the Special Permit portion was approved by the <br /> ZBA, and the Planning Board did the Subdivision. Now, the Planning Board does both. The <br /> challenge is in finding the original Special Permit. <br /> PUBLIC COMMENT <br /> 7 <br />
