Article 3 <br /> <br />To see if the Town will vote to reserve from the FY 2026 estimated Community Preservation <br />revenues pursuant to the provisions of M.G.L. c. 44B, §6, the following amounts: <br /> <br /> $136,445 10% for Historic Preservation Purposes <br /> $136,445 10% for Affordable Housing Purposes <br /> $136,445 10% for Open Space/Recreation Purposes <br /> $905,108 to the FY 2026 Community Preservation Fund Budgeted Reserve <br /> <br />as recommended by the Community Preservation Committee, or take any other action relating <br />thereto. <br /> Submitted by the Community Preservation Committee <br /> <br />Explanation: This article is required annually to set aside the 10% Reserves of the estimated <br />Community Preservation Funds for Open Space/Recreation Purposes, Historic Preservation <br />Purposes and Affordable Housing Purposes and to fund the Budget for Appropriation Reserve. <br /> <br />The Community Preservation Committee voted to approve this article to set aside the 10% Reserves <br />and Budget for Appropriation Reserve to be available for use in fiscal year 2026 as certified by the <br />Finance Director and reflected in the FY 2025 CP-1. <br /> <br />The vote of the Community Preservation Committee was 9-0 in support of this article. <br /> <br />The Select Board recommends approval of Article 3 by a vote of 5-0 <br />The Finance Committee recommends approval of Article 3 by a vote of 6-0 <br /> <br />Motion made by Select Board Member Wilson <br /> <br />Motion: I move the Town vote to approve Article 3 as printed in the warrant, with the <br />exception of the phrase “or take any other action relating thereto.” <br /> <br />Motion passes 307 to 21 at 7:19PM <br /> <br /> <br />Article 4 <br /> <br />To see if the Town will vote to authorize the Treasurer, upon the approval of the Select Board, to <br />borrow the sum of $25,900,000, at one time or from time to time, under and pursuant to Chapter 44 <br />Sections 7 or 8 of the General Laws, or any other enabling authority, and to appropriate said sum <br />for purposes of paying for the construction of a remote collection, recharge and treatment facility on <br />the Town-owned property located at 0 Gunter’s Lane, acquired by the Town by instruments recorded <br />with the Barnstable Registry of Deeds in Book 10700, Pages 268-269, to help manage both nitrogen <br />and phosphorous in Popponesset Bay and the Mashpee-Wakeby Ponds and other water quality <br />issues, the construction of related facilities on other land, and the acquisition of other land and/or <br />permanent and temporary easements in connection with said project, including, without limitation, <br />for the preparation of all project documents, architectural design, demolition, site preparation, costs <br />of a project manager and all other costs incidental and related thereto, as recommended by the <br />Capital Improvement Program Committee, that the Treasurer with the approval of the Select Board <br />is authorized to borrow all or a portion of such amount from the Massachusetts Clean Water Trust <br />established pursuant to Chapter 29C and in connection therewith to enter into a financing agreement <br /> <br /> <br />
