Select Board <br />October 6, 2025 <br />Minutes <br /> <br />region. As long-haul waste transport, potentially out of state, becomes more likely for <br />Cape communities, maintaining this facility ensures that option remains viable. The <br />town currently operates under a consent agreement with the U.S. Air Force and expects <br />to continue owning and operating some form of facility at the site in the future. Chair <br />Wyman-Colombo noted that both Falmouth and Sandwich Select Boards have voted to <br />move forward and asked if there were any risks in doing so. Laurent confirmed that the <br />agreement includes an early termination clause, allowing the town to withdraw if <br />needed. Selectman Weeden inquired whether other towns had been approached to <br />participate. Laurent responded that while some towns showed interest in using the <br />facility, none expressed interest in ownership or joining the IMA. She also clarified that <br />there is no cost to the town associated with the IMA. <br /> <br />Motion made by Selectman Weeden to extend the Inter-Municipal Agreement for <br />the Upper Cape Regional Transfer Station to the maximum allowed period <br />through June 30, 2043. <br />Motion seconded by Selectman Richardson. <br />Vote: 5-0 Unanimous <br />Roll Call Vote <br />Selectwoman Wyman-Colombo-yes <br />Selectman Weeden-yes <br />Selectman Cotton-yes <br />Selectwoman Kelley-Wilson-yes <br />Selectman Richardson- yes <br /> <br />Review of Snowplow Contractor Rates for FY 2026 <br />DPW Director Catherine Laurent noted continued challenges with attracting and <br />retaining contractors. Laurent emphasized the need to stay competitive with <br />surrounding communities, particularly Falmouth and Sandwich, while acknowledging <br />that competing with larger municipalities like Barnstable or MassDOT remains <br />unrealistic due to their size and greater resources. The proposed rate adjustments <br />include an additional $5 per hour for returning contractors and a slight increase in the <br />signing bonus. The bonus is intended to help offset contractors’ upfront costs, especially <br />insurance, and is paid at the end of the season to incentivize full-season participation. <br />2 <br /> <br /> <br />
