Select Board
October 6, 2025
Minutes

Selectwoman Kelley-Wilson questioned why Mashpee's rates weren't more aligned with
Barnstable. Laurent responded that Barnstable requires a much higher number of
contractors and therefore operates on a different scale. Selectwoman Kelley-Wilson
also asked about contractor shortages. It was confirmed that the town has seen a
significant drop—from around two dozen contractors to only three last year, which is
likely due to private work opportunities.
Laurent noted that Barnstable is also actively advertising for plow contractors, indicating
a regional shortage. Selectman Weeden suggested that increasing the rates could help
attract more contractors, especially if the current numbers remain low.
Town Manager Rodney Collins expressed concern from drivers about insurance costs,
especially in seasons with little snow, but added that the proposed rates are generally
fair. He also noted that bonuses are only paid to those who remain through the season.
The Select Board discussed the potential of increasing the signing bonus to better cover
insurance costs, as the hourly rate is not guaranteed if snowfall is low.
Motion made by Selectman Weeden to increase the signing bonus from $500 to
$750.
Motion seconded by Selectman Richardson.
Vote: 5-0 Unanimous
Roll Call Vote
Selectwoman Wyman-Colombo-yes
Selectman Weeden-yes
Selectman Cotton-yes
Selectwoman Kelley-Wilson-yes
Selectman Richardson- yes

Motion made by Selectman Cotton to increase the pay rate as presented by the
DPW Director.
Motion seconded by Selectwoman Kelley-Wilson.
Vote: 5-0 Unanimous
Roll Call Vote
Selectwoman Wyman-Colombo-yes
Selectman Weeden-yes
3
