Select Board <br />October 6, 2025 <br />Minutes <br /> <br />Selectman Cotton-yes <br />Selectwoman Kelley-Wilson-yes <br />Selectman Richardson- yes <br /> <br />Report and Update of the Complete Streets Prioritization Plan <br />DPW Director Catherine Laurent provided an update on the town’s Complete Streets <br />Prioritization Plan, highlighting a spreadsheet listing 17 projects currently included. A <br />graphic was presented showing existing and proposed bike routes to illustrate efforts to <br />improve town-wide connectivity for both pedestrians and cyclists. The plan reflects a <br />comprehensive, community-wide approach to transportation improvements, rather than <br />focusing on isolated areas. <br />In response to questions from Selectman Cotton, Laurent explained that sidewalks and <br />bike paths are typically incorporated into broader roadway upgrades, such as the recent <br />Route 151 project and the sidewalk and multi-use path along Cotuit Road. Some <br />projects, however, may be pursued as standalone initiatives, such as the proposed <br />sidewalk extension on Great Neck Road South. <br />Selectman Richardson raised concerns regarding limited funding. Laurent noted that the <br />Complete Streets program provides a maximum of $500,000 over a four-year period. To <br />supplement this, staff continues to explore additional funding opportunities, including <br />regional grants through the Cape Cod Commission and developer-supported projects. <br />Selectman Weeden asked whether the addition of bike lanes on Great Oak Road would <br />require road widening. Laurent confirmed that it would not, clarifying that the project <br />involves pavement markings only. Chair Wyman-Colombo asked about the inclusion of <br />Jobs Fishing Road in the priority list, noting that it is privately owned. Laurent explained <br />that projects on private roads are not eligible for town funding and would need to be <br />supported through private development or other grant programs, such as the Mass <br />Works grants previously utilized near Mashpee Commons <br />Motion made by Selectman Richardson to accept the recommendation for the <br />update of Complete Streets prioritization plan. <br />Motion seconded by Selectman Cotton. <br />Review of Recommendation for Award of the following Annual Contracts: <br />DPW Director Catherine Laurent reported that the town’s annual contracts are seeing <br />cost increases ranging from 3% to 15% compared to last year.
