Proposed Upland Elevated <br /> Stairway associated to a float/dock in Santuit Pond, and tree removal. <br /> (Representative: Wet Tech Land Design, Inc.) 43- <br /> 3210 <br /> Inspection Findings —9 Fir Court <br /> The Conservation Commission reported that a site inspection had been completed and the project was found to <br /> be in full compliance with the approved Order of Conditions. <br /> • All construction specifications for the dock and stairway were within the approved design parameters. <br /> • The upland elevated stairway utilized rock-built piles beneath the stairs, which have performed <br /> exceptionally well in stabilizing the structure. <br /> • Commissioners noted that the rock foundations are intact, no erosion has occurred around them, and the <br /> marsh and bordering vegetated wetland (BVW) remain undisturbed and stable. <br /> • There was no evidence of loss or damage to natural resources, confirming the project's long-term <br /> success and durability. <br /> Commission Discussion—9 Fir Court <br /> Commissioners briefly discussed the project to confirm all specifications were "within range" and that no <br /> deviations from the approved plan were observed. It was noted that the unique design—specifically the rock- <br /> built piles under the stairs—had proven effective in minimizing environmental impact and preventing erosion. <br /> No further issues or concerns were raised. <br /> MOTION: To approve the COC for 9 Fir Court. <br /> Motion by: Sarah Thornbrugh Seconded by: Richard Sahl <br /> Vote: Motion passed by unanimous vote. <br /> (Steven Cook, Sarah Thornbrugh, Paul Colombo, Sandi Godfrey, <br /> Seana Pitt, Richard Sahl) <br /> COC 53 Greenwood Road, Brian & Elizabeth Rutana Trust. Proposed Site& Septic Upgrade. <br /> (Representative: Cape & Islands Engineering, Inc.) 43- <br /> 3296 <br /> The project involved a full raise-and-replace redevelopment, including a new septic system upgrade, and was <br /> originally permitted in July 2024. Commissioners confirmed that the project had passed inspection and that all <br /> work was conducted under the same permit. <br /> During discussion, Ms. Thornburg raised questions about the status of mitigation plantings, specifically <br /> whether newly planted trees had survived and whether there was a standard two- to three-year monitoring <br /> period before issuing a COC. Staff explained that while there is no strict boilerplate timeline for applying for a <br /> Certificate of Compliance, the mitigation monitoring contract remains active until the end of the monitoring <br /> phase. If any trees fail to survive, they must be replaced in kind, and any unauthorized removal after <br /> completion would still trigger a compliance review. <br /> A question was also raised about lawn installation, as it was reported that sod had been laid instead of the <br /> required native seed mix. Staff clarified that while micro-clover sod is not readily available, sod installation is <br /> 11 <br />
