5 <br /> <br /> <br />Community Preservation Committee <br />Minutes <br />July 1, 2024 <br />APPOINTMENTS & HEARINGS <br />CPC Applications proposed for funding at the October 2024 Town Meeting; <br />Jamie Regan, Acquisition of 475 Nathan Ellis Highway: <br />Jamie Regan was in attendance to request the Community Preservation Committee consider the <br />acquisition of 475 Nathan Ellis Highway, an 8.1-acre more or less parcel that encompasses (9) <br />lots for open space and recreation purposes. <br />It was noted Mr. Regan met with the Town Manager last July to discuss the project proposed for <br />funding at the October 2023 Town Meeting. The project has thus been under consideration for <br />the past year. <br />Mr. Regan indicated the property is part of the 2008 Open Space & Recreation Plan for <br />acquisition to protect Flying Squirrel Pond, the Childs River and Johns Pond. <br />Mr. Regan also commented on the site which includes a 2400 square foot dwelling unit <br />comprised of (4) 2-bedroom units having 1 bath in each unit consisting of 600 square feet with <br />Town water hookup and an IA septic system. <br />The property is family owned. It is a large rectangle, and the topography is flat. The site is <br />located at the southern end of Johns Pond, which is one of the deepest ponds on the Cape. There <br />is an old boat ramp on the property. This may be beneficial as the Harbormaster currently rents <br />space on the pond. A seasonal dock would also benefit monitoring and enforcement activities. <br />In addition, there are multiple wetlands on site that would be protected. There is also a small <br />trail system network. <br />Correspondence was received from the Assistant Conservation Agent with regards to existing <br />conditions and benefits of the acquisition. It is recommended that acquiring the parcel would aid <br />in open space protection furthering the Town’s goal of water quality protection. With a dwelling <br />on the property and a hard compact parking surface area along with the IA septic system this <br />parcel could potentially provide recreational benefits to the public and residents of the Town of <br />Mashpee. <br />Mr. Regan earnestly stated his family has a strong interest in selling this land to the Town. If <br />supported he asked if it was possible to place a stone or marker to identify his family name on <br />this land. This is a rare gem of property in the State of Massachusetts. Since Mr. Regan’s <br />mother is aging, the family would like to move forward with the transaction as soon as possible. <br /> <br /> <br />
