3 <br /> <br />Community Preservation Committee <br />Minutes <br />September 19, 2024 <br /> <br />Annual Public Hearing on the Needs, Possibilities and Resources of the Town of Mashpee as <br />they relate to Historic Preservation, Recreation, Affordable Housing and Open Space; <br />Information for the funding of projects at the May 2025 Town Meeting: (continued) <br /> <br />Chairman Russell gave an overview of the CPC program. Since the last public hearing, the <br />Town has held two Town Meetings. In May of 2023,Town Meeting voted to accept the <br />recommendation of the CPC to support the project; Ancient Burying Grounds Restoration in the <br />amount of $73,640. This project will restore and rehabilitate three historic sites. In October of <br />2023, Town Meeting voted in support of the Update of the Open Space & Recreation Plan, the <br />Heritage Park Improvement Project – Phase II, the Ashumet Pond Nutrient Inactivation <br />Treatment Project and the Acquisition of parcels on Pickerel Cove Road currently in process. <br /> <br />This October, the CPC has submitted an article to Town Meeting for the acquisition of 7-acres, a <br />site located on 475 Nathan Ellis Highway. <br /> <br />The deadline dates for the submission of applications to be considered for the respective Town <br />stst <br />Meetings are as follows; May Town Meeting - November 1, October Town Meeting – April 1. <br />The Community Preservation Committee makes recommendations to the legislative body; Town <br />Meeting in the categories for Affordable Housing purposes, Open Space purposes, Recreation <br />purposes, and Historic Preservation purposes. Specific criteria are outlined in the CPC <br />Application to determine a projects eligibility. <br />Additional information may be found on the Town of Mashpee website under Community <br />Preservation Committee. The CPC Coalition website also offers information regarding projects <br />maintaining a full data base of projects within the Commonwealth of Massachusetts. <br /> <br />It was noted the Town of Mashpee Community Preservation Committee has supported affordable <br />housing. Projects include the Homeyer Village, Breezy Acres, and the newly constructed <br />LeClair Village. CPC funding has also been allotted to the Municipal Affordable Housing Trust <br />for affordable housing needs and initiatives. <br /> <br />There was an inquiry from the Boys & Girls Club regarding eligibility. The Boys and Girls Club <br />is a private organization situated on leased land owned by the Town of Mashpee. <br /> <br />Comment was identified from those unable to attend the Public Hearing; <br /> <br />Andrew Gottlieb, resident and APCC Executive Director requested more open space projects, <br />Cathy Lewis, a member of the School Committee recommended the Town secure more meeting <br />space, <br />EOC member Alex Zollo also recommended the CPC join the Cape Cod Land Trust to identify <br />critical open space areas in Mashpee. The CC Land Trust is a professional consulting firm <br />working with non-profit organizations, fee based. <br /> <br /> <br />
