of TMs s,s
z.
AU1MLIUVy
own qf MaS 2 Panning Board
c
16 Great Weck, RoadWorth
-Mashpee, -Massachusetts 02649
Ms. Wagan got the 3.5% nitrogen percentage from the Wastewater Department's GHD Memo.
Others are not rounded out or down and it should be accurately stated as 3.5. Ms. Faulkner
would like to see what GHD said.
A challenge for the economy is the declining workforce. Barnstable County residents are aging
out of the workforce. Additionally, young people are leaving the Cape for a variety of reasons,
which includes cost of living and lack of employment opportunities.
On Page 2-2, Mr. Tobin made a change, as housing and land prices increase, the cost of living
and doing business on the Cape is becoming increasingly challenging for all but the highest
income brackets.
Mr. Tobin researched the 2024/25 unemployment data for Mashpee and Massachusetts as a
whole, and both were included in the redlines at the suggestion of Vice Chair Faulkner.
On Page 2-4, consider updating the Mashpee 2020 household income. In May 2020 the Us
Bureau of Labor average annual wage was $70,000.
Ms. Faulkner would like a list of sources. Ms. Waygan noted the LCP has pages for
references. She also noted the Commission has a department that crunches this data.
On Page 2-5, land use and zoning, Mr. Tobin would like to confirm the citation for that
paragraph, discussing data on the 10%, applies to the paragraph in its entirety.
The Commission recommends a growth policy focused in centers of activity supported by
adequate infrastructure, where development should be focused on preservation and protection
of resources, while promoting economic environmental and community resilience.
Commercial economic growth correlates with tax revenue, again Mr. Tobin would like to see a
source. Usually, commercial is taxed at higher rates than residential. Source why it was in
here, and does it directly attribute to outreach or the survey.
Ms. Waygan noted the tax abatement program referenced in the LCP was from the federal
government, not the Commonwealth as indicated. This targeted Mashpee Executive Park and
were available for 10 years. The Town Planner stated he was in agreement and referenced his
concern with this section of the LCP. He would like confirmation whether it was a credit or an
abatement, if at all, and if it was state or federal.
On Page 2-6, Ms. Waygan stated Mashpee Commons is 180 acres, with a commercial portion
and residential. A general description of their property should be included, only 30 acres of it
5
