Tom Feronti can provide details about the comprehensive plan and
detailed analysis of the phases.
On Page 2-7, the Planning Board added Johns Pond and Rt. 28 East. Mr. Tobin wants to see
what meeting the Board voted on that area as one for redevelopment. Ms. Waygan elaborated
on the former Town Planner introducing new zoning to Rt. 130 that allowed more uses, Johns
Pond and Rt. 28 East were never gotten to, there was minimal discussion and no action.
However, she feels those areas have potential. Since it was confirmed there was discussion
and no formal vote, the Town Planner adjusted the wording to reflect this status, in lieu of
finding the date of the vote.
On Page 2-8, the Tribe has a full time grant writer, and it has paid off for them. The Town has
a grants coordinator dispersed among departments. There is a lot of money to be captured,
how can we not have that as a full-time position? If the grant researcher and writer brought in
sufficient grant funds, it could pay for itself. It could be added as a mid to long term goal, in the
format of exploring. We should be aware of what grants the Town has received in a list form.
Ms. Wagan would like to add to the executive summary; the Town lacks a grant writer which
makes securing funding difficult.
Action item for ED (ED-9): Pursue a full time grant researcher/writer
The Town has also seen a decline in the Blue Economy. We should find a statistic about
municipalities that employ a grant writer and have a certain success rate.
Mr. Hansen stated the grant writer has come up at One Cape for many years. Barnstable has
a full-time grant writer.
For next time, the Town Planner noted Trader Joe's being complex, with the civil and peer
review, it will be a technical meeting. There is the Topspin Way subdivision application with
comprehensive recommendations through the BOH. The Town Planner would suggest
additional meetings to carry this out.
Next chapters to edit: Sustainability and Natural Resources. There will be a 5:30PM start time
to both meetings in January. The Chair was not going to offer Public Comment again, just
working on those chapters. They will incorporate another working session at the library on a
Saturday for a few hours.
The CCC comment was about a Capital Facilities Plan, which is nonexistent. Ms. Waygan
referenced Truro and Sandwich both having one and to review those.
6
