Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> replaced with a surface-level distribution approach using perforated piping over crushed stone within the crawl <br /> space area(eliminating subsurface leaching due to proximity to the abutter's septic). The septic tank location <br /> was also adjusted to avoid conflict with the front steps. The plan added details for securing a shed with helical <br /> piles or diamond piers to address concerns about flotation during coastal storms. <br /> Architect Timothy Luff(Architect Associates, Inc.) explained the floodplain-related design approach, <br /> stating the structure is proposed on piers (rather than a foundation) and is being designed to meet more <br /> stringent V-zone-style construction methodology, even if an A-zone approach could otherwise apply, in <br /> response to Commission feedback and flood-resiliency concerns. <br /> Commission discussion focused heavily on flood behavior and the adequacy of the peer review's <br /> modeling. One commissioner expressed strong dissatisfaction with the "bathtub model"methodology used, <br /> stating it does not address channelization dynamics and does not alleviate concerns about flow concentration <br /> between closely spaced structures. Other commissioners emphasized that the peer review was completed at the <br /> Commission's request by an approved reviewer and should not be held against the applicant, while <br /> acknowledging the limitations inherent in conducting complex hydrologic analyses for a single-family <br /> residential project. <br /> Additional Commission concerns and clarifications included potential grade/topography changes and <br /> whether the project would increase elevation in a way that could direct water toward abutters. The applicant <br /> clarified that a proposed increase is limited and controlled by a six-inch granite curb, with revisions pulling the <br /> curb line back approximately one foot from the rear property line and maintaining existing grade between the <br /> curb and the boundary to preserve drainage pathways. The Commission also discussed stone size for the gravel <br /> areas; the applicant indicated proposed stone would be approximately 3/4-inch to 1-inch, and Commissioners <br /> suggested gravel sizing could be incorporated as a condition to improve stability and resistance to movement <br /> during flooding. <br /> The Commission briefly revisited the waiver discussion, with one commissioner noting the need for a <br /> "compelling need" showing for certain waiver criteria (distinguishing the need to elevate the structure versus <br /> doubling the structure size). Counsel reiterated the applicant's position on waiver applicability under the legacy <br /> regulation framework, and the Chair noted the floodplain is considered a resource area for Commission <br /> purposes. <br /> It was indicated that the applicant has appeared multiple times, submitted the requested reports, and <br /> revised address Commission concerns. A recommended condition was raised that the construction supervisor <br /> provide regular(weekly) progress/maintenance reports during construction due to tight site conditions along <br /> the road. <br /> MOTION: To close an issue at 28 Wilsons Grove with the following conditions: <br /> 1. Stones no smaller than 3/4 inch be used <br /> 2.
