The overflow parking adds traffic to Topspin. There is no space for <br /> parking in overflow, because people are going to the facilities. It can be an issue in the <br /> summer, everyone in phases 2, 3, and 4 have access to overflow. <br /> Ms. Joyce noted the final buildings have not been designed, there are 7 or 8 options to choose <br /> from, all single families with two car garages. <br /> Ms. Waygan asked about the gravel pull off, she asked how they were working? She finds the <br /> neighborhood feels dense but cute, it has superior architecture, why gravel? <br /> Mr. Crispin noted the durable surface and cost effectiveness. Mr. Milbury stated the gravel <br /> spits out onto the road and needs to be swept back. <br /> PUBLIC COMMENT <br /> Don and Janice Block—They asked about the overflow parking, the proponent answered it <br /> remains with a different entrance, no longer Garden Drive, now Topspin Road. <br /> Larry and Myra Sprince- They live in phase 2 of the cottages, and have concerns. The <br /> athletic center can't handle the volume of residents and their vehicles now. There is such a <br /> parking shortage that residents are parking everywhere and anywhere, presenting safety <br /> issues for those who walk pets. There is an increase in children riding electric bikes, a lot of <br /> times after dark at excessive speeds. Cross Rd. experiences a high volume of speeding cars. <br /> In summer, there is a temporary speed bump near Cottage Lane. They would like that speed <br /> bump to be permanent. In closing, this plan should be rejected. <br /> Ms. Waygan added some of these issues are property management issues. Ms. Joyce noted <br /> the temporary speed bumps are removed for plows in the winter. There are multiple speed <br /> bumps and stop signs in this short area. Ms. Waygan's goal is to keep educating people on <br /> rules. A lot of these could be solved, sometimes when you find out your neighbor is <br /> uncomfortable, you need to know that so you slow down. <br /> Mr. Tobin appreciates the Board engineers' comments about this being a short way, while <br /> acknowledging that, there is this new entrance way to the parking lot, adding 5 units, with the <br /> playground nearby, a road that ends in a cul-de-sac with a walking path and tennis courts, he <br /> noted a speed bump on Topspin Way isn't a bad idea. He would like discussion as to why or <br /> why not to include one given the public comments about safety and children playing. <br /> Mr. Milbury doesn't see it necessary with only 5 homes there. Ms. Joyce noted the playground <br /> is fenced through the club side, but the camp plays beyond that. If they wanted additional <br /> fencing the club is responsible. <br /> 14 <br />
