It would be nice to see a program that factors in a part <br /> time job with a grade expectation, even during school hours. Ms. Waygan noted that could be <br /> a best effort condition in the special permit. <br /> Mr. Kirrane referenced the CCC, and Ms. Waygan added, which allows mitigations within our <br /> regional planning commission. Before this project, they looked at technical bulletins to offset <br /> certain impacts on this project, these are monetary mitigations the Commission is requiring. <br /> This is from the decision; she is taking it from there. The applicant must pay the Commission <br /> as compliance, a one-time payment. A nitrogen offset could help or an open space offset. The <br /> traffic mitigation is going to MassDOT. <br /> Mr. Balzarini stated that money could be distributed to another town. Mr. Kirrane noted that <br /> could be true. The money is due at issuance of the building permit, but the money is supposed <br /> to go to Mashpee. Mr. Tobin added the Commission holds the funds and Mashpee could ask <br /> for those funds. The nitrogen and open space have to be used in Mashpee, traffic may be <br /> different. <br /> The traffic mitigation is an estimate from the consultant and the Traffic Study will have its own <br /> meeting. <br /> Mark Dibb with Cape & Islands Engineering discussed the site design. The bus stop was <br /> shown, assuming it is designated as part of the route, that has to be formalized, but for now <br /> they are reserving an area for a bus stop. <br /> Many Board members advocated that area is not a great spot for that stop on the hill. Mr. <br /> Balzarini needs to know the slope of that hill and Ms. Waygan asked if the Commission knew <br /> about the identified spot. <br /> Mr. Dibb added there is not too much grading in that area, but he will provide some more detail <br /> and peer review and follow up with data. <br /> Mr. Tobin wants to know why having a bus stop on site is an integral part of the business <br /> model. Ms. Waygan loves the idea, but she would put it right on Rt. 28. <br /> Mr. Bogosian commented that the site is welcome to public transportation, integrated into it, <br /> not aside from it. The bus could come all the way into the property, have a nice place to <br /> unload, providing a nice spot to wait. The CCC looked through all different pedestrian <br /> walkways and crosswalks. People can travel here in any capacity, walking, bus, or bike, all are <br /> welcomed safely. <br /> 4 <br />
