<br />Select Board <br />November 3,2025 <br />Minutes <br /> <br />Chair Wyman-Colombo confirmed that the goal would be for both establishments to remain <br />open through the winter without a 30-day interruption. Selectman Weeden asked if any o?- <br />season events were currently booked, to which it was said that none were scheduled at this <br />time because the properties are not currently licensed for year-round use. Select Board <br />members discussed that the Board could not approve an annual license without a <br />demonstrated plan or scheduled events ensuring operation throughout the year. <br /> <br />Selectman Cotton suggested keeping the public hearing open to allow the applicant to <br />develop and present a plan to operate at least once every thirty days. The Board agreed that <br />the applicant should return with specific booked or planned events, rather than general <br />intentions to hold them. <br /> <br />Motion made by Selectman Cotton to keep the public hearing open and reschedule for <br />November 17,2025 at 6:30 p.m. <br />Motion seconded by Selectman Richardson. <br />Vote: 5-0 Unanimous <br />Roll Call Vote <br />Selectwoman Wyman-Colombo-yes <br />Selectman Weeden-yes <br />Selectman Cotton-yes <br />Selectwoman Kelley-Wilson-yes <br />Selectman Richardson- yes <br />Review and Approval of $50 Million Interim Loan from the State Revolving Fund (SRF) <br />for the $96.1 Million Phase 2 Sewer Project – Craig Mayen, Treasurer/Collector <br />Town Treasurer/Collector Craig Mayen reviewed the proposed $50 million interim loan <br />agreement through the State Revolving Fund (SRF) as part of the $96.1 million Phase 2 Sewer <br />Project. Mayen explained that the packet provided to the Board was prepared by bond <br />counsel and outlines the terms of the temporary loan, which will be accessed at a zero- <br />percent interest rate. The permanent financing is anticipated for February 2027, with the first <br />repayment scheduled for February 2028. There were no questions from the Select Board or <br />public comments. <br />Motion made by Selectman Weeden to approve $50 Million Interim Loan from the State <br />Revolving Fund (SRF) for the $96.1 Million Phase 2 Sewer Project. <br />Motion seconded by Selectwoman Kelley-Wilson. <br />Vote: 5-0 Unanimous <br />4 <br /> <br /> <br />
