<br />Select Board <br />November 3,2025 <br />Minutes <br /> <br /> <br />Selectman Cotton-yes <br />Selectwoman Kelley-Wilson-yes <br />Selectman Richardson- yes <br />Review of Request for Membership Change from Full At-Large Member to Associate <br />Member – Alexandra Zollo, Conservation Commission. <br />Selectwoman Kelley-Wilson suggested scheduling a check-in with the committees to <br />ensure members remain engaged and do not step down from their responsibilities due to <br />workload. <br />Motion made by Selectman Weeden to approve request for membership change from <br />Full At-Large Member to Associate Member Alexandra Zollo, Conservation <br />Commission. <br />Motion seconded by Selectman Richardson. <br />Vote: 5-0 Unanimous <br />Roll Call Vote <br />Selectwoman Wyman-Colombo-yes <br />Selectman Weeden-yes <br />Selectman Cotton-yes <br />Selectwoman Kelley-Wilson-yes <br />Selectman Richardson- yes <br />Discussion of Submission of Letter of Support for House Bill H.4082 Seeking to <br />Change Current Non-Refundable Title 5 Septic Tax Credit Law to a Refundable Title 5 <br />Septic Tax Credit <br />Chair Wyman-Colombo reported receiving an email from a member of the Falmouth Water <br />Quality Management Committee regarding House Bill H.4082. Chair Wyman-Colombo <br />explained that the existing program provides a $18,000 tax credit, claimed over four years, <br />for up to 60 percent of eligible septic or sewer hookup costs. However, many residents, <br />particularly low- and middle-income households, cannot fully benefit from the tax credit. <br />House Bill H.4082 aims to change it from a tax credit to a tax refund. <br /> <br />Selectwoman Tracy expressed strong support for the proposed legislation, noting that it <br />would provide meaningful financial relief to residents. Selectman Weeden agreed, adding <br />that the measure would benefit both the environment and residents facing the financial <br />strain of sewer connection costs.
