<br />Select Board <br />November 3,2025 <br />Minutes <br /> <br />the bill may be submitted through November and asked whether the Board wished to <br />formally support the proposed legislation. <br />Motion made by Selectman Richardson to request a letter of support from the Town <br />Manager’s O?ice. <br />Motion seconded by Selectman Weeden. <br />Vote: 5-0 Unanimous <br />Roll Call Vote <br />Selectwoman Wyman-Colombo-yes <br />Selectman Weeden-yes <br />Selectman Cotton-yes <br />Selectwoman Kelley-Wilson-yes <br />Selectman Richardson- yes <br /> <br />Discussion of Authorization for Chair to Review, Approve and Release Executive <br />Session Minutes on behalf of the Select Board <br />Town Manager Rodney Collins reviewed the existing policy 034 regarding the review and <br />release of executive session minutes. <br /> <br />Chair Wyman-Colombo asked for clarification on the specific modification, and Collins <br />stated that the Chair would be authorized to review and approve the minutes for release. <br />Collins stated that the existing practice involves the Board reviewing executive session <br />minutes. <br /> <br />Selectman Cotton stated support for allowing the Chair, at her discretion, to release <br />minutes with legal counsel’s advice. Collins added that several other towns follow a <br />similar process and emphasized that the Board should consider whether to maintain the <br />current approach or delegate review authority to the Chair. <br /> <br />Selectman Weeden recommended obtaining a legal opinion to determine when the release <br />of executive session minutes would no longer pose a legal or confidentiality concern. <br />Collins agreed that such legal guidance would always be sought prior to release. <br /> <br />Chair Wyman-Colombo stated a preference for the full Board to continue reviewing <br />executive session minutes in executive session. Selectman Cotton expressed support for <br />authorizing the Chair to release minutes with the advice of legal counsel once appropriate. <br />There was a consensus among the Select Board. <br /> <br />7 <br /> <br /> <br />
