Mr. Tobin realizes it is not countable but we need to consider it. Our Affordable <br /> Housing efforts have not granted us Safe Harbor, it should be factored. <br /> Ms. Sullivan used approved projects, additionally there is a background growth rate factored in <br /> to include general projects unknown.
