This puts an added
burden on the Town to take a deeper look at these traffic issues. He recommends the Town
undertake its own independent study, to the overall area in and around a half mile of the
Mashpee rotary. He appreciates new projects as they involve change to what's added, but we
already have significant problems currently and the town cannot ignore the likely impacts of all
these other projects. This of course includes those we do not know of yet. He appreciates the
Board is looking to do right by the developer, but it also has an obligation to do right by the
Town. Very few people are against this company, but a lot of people see serious traffic
problems. Part of the testimony included deliveries driving up Shellback and going past the
turn to reverse in. He is unsure how they schedule the deliveries, but it could be more that
once a day. This also leads to the potential for back log of deliveries. The traffic animation was
deficient on volume, there were no cars coming in and out of the bank onto and from
Shellback, and both banks are open. Traffic is coming down Shellback, if there is backup at the
light people tend to cut through Deer Crossing to navigate to Rt 28 with no light. Deer Crossing
will accumulate some of that traffic. There should be a yellow left arrow, Shellback has two
lanes of traffic. Jobs Fishing Road had three lanes, if you're not widening the road at Charles
St. for 3 lanes, he is not how a yellow to turn will mitigate anything. To rely on this study with
the limitations would be a mistake.
Dave Scott- He has been a resident of Mashpee for 12 years and he is in support of Trader
Joes. He is very impressed with Bowman's study. They used industry standards and Mashpee
has Tighe & Bond who verified and found nothing wrong. He does not see a need to do
another traffic study. He was impressed to see there are plans for Trader Joes to pay for
mitigations miles away from the store. Mashpee should have fixed these issues before. He is
happy to see this is going along well and standards are being followed. Engineers take worst
case scenario and stretch it, he is looking forward to seeing other ideas.
Cindy Tavern — She is in favor of Trader Joes. She has watched all the meetings, but this is
the first one she has been able to attend. If not Trader Joes, what else? This is commercial
property that a developer owns, it is within his right to develop this into something that helps
make money. If we turn down Trader Joes, who is to say what will follow, and whatever goes
there will bring traffic. There isn't a road in this town that hasn't been more dangerous this past
week with snow and ice. No business should be responsible for having to change people's
behavior. She would love to see Trader Joes and has been to one in 5 different states. She
has never seen a delivery truck and would assume they won't be there at peak times.
Vera Cirrincione— She lives on Shellback, and she has watched the traffic. There is a lot of
traffic just coming from Shellback Way, there are 300 people who live there. Deer Crossing
has stores up top, and stores down below. The road on Shellback is short, and it ends in their
community. They don't have a barrier up yet, but there can't be more than 5 cars backed up on
11
