She is very interested in testimony and photographs and how the animation <br /> doesn't accurately capture what is going on. <br /> Mr. Tobin greatly appreciates the public's input. A significant challenge we are facing now is <br /> the data not aligning with the reality of what we are experiencing. The simulation is not <br /> accurate. We need to go through traffic with a fine-tooth comb. He is not satisfied with this <br /> hearing or the assumptions of the traffic report. We need to pin down the issues and manage <br /> traffic. <br /> Ms. Faulkner referenced the Level of Service, how well movement operates. Level takes into <br /> consideration delay and volume and F is failing. In looking at that chart, failing is in a lot of <br /> places. No Build and Build show the same thing, meaning this project is not going to change <br /> anything. That is what the problem is, anything could come into this area, and she is looking <br /> for a comparable store with exit and entrance information. Rt. 28/Steeple St. / Charles St., the <br /> Level of Service at all times is B. That means short delays but good flow. Falmouth Road/Rt. <br /> 28/ Steeple St. east bound turning left in the morning is C, afternoon F, and Saturday E. A <br /> grade of E signifies at capacity with long delays and F represents gridlock. The <br /> afternoon/evening shows delays of greater than 50 seconds. When we say impact, its already <br /> there, and it cannot be changed. <br /> Ms. Sullivan explained their focus is on the no build to build impact, showing existing <br /> conditions and operations. The data collected for Shellback Way was standard practice. <br /> Ms. Faulkner asked about Table 9 on page 53, average condition rotary levels service results. <br /> Falmouth Road is failure all the time right now coming from Hyannis. Average conditions of the <br /> rotary, from the other direction, southwest towards Falmouth, both ways at all hours right now <br /> is graded F. <br /> Ms. Sullivan stated nobody is saying these issues don't exist, but from a project standpoint, the <br /> effects are minimal from this project. <br /> Ms. Waygan added a report from the CCCC on the Mashpee rotary retrofit. There were <br /> different pedestrian routes, and the plans were not to scale. There are existing conditions <br /> where there is failure in the Mashpee rotary. <br /> Ms. Faulkner asked if they factored in the fact that Mashpee swells to 36,000 and Falmouth to <br /> 90,000 and Sandwich to 35,000 in the summer? She would like to see comparable store data. <br /> Ms. Sullivan reminded the Board their data was performed in August. <br /> 13 <br />
