of TMs s,s
z.
Aannin Board
c
16 Great Neck Road NOYth
.wlashpee, Aassachusetts 02649
Mr. Tobin stated there were 32 points of greater clarity that Tighe & Bond found, further than
that, we want to get into the nitty gritty, and ensure that if Trader Joes ends up here, we have
the traffic as aggressively managed as possible.
Ms. Waygan would like the number of cars going in and out of Hyannis. Mr. Bogosian is happy
to look into that.
Mr. Bogosian reiterated the citizen who had to call the Town on numerous occasions because
the light was faulty and was not being fixed.
Mr. Tobin asked why what people are seeing with their eyes does not align with this report.
This report is based on assumptions and models. With a land use code for grocery and
specialty, Trader Joes could be in its own category. This is a specialty grocery store that blows
99% of all other specialty stores out of the water. There is high volume. He asked if there was
Trader Joes specific data that can be utilized. More importantly, he wants to vet why that
simulation does not match reality. For example, the 1% consideration for future growth, we
know for a fact this area is going to have more than the anticipated modeled out future growth.
There are 65 units for On Commons. He wants to know why they relied on a 2005 traffic study
and not considered the 2010 study for the Mashpee Commons 40B Comprehensive Permit,
which was originally approved in 2007 and was amended 3 times. He also wants the study to
consider both the built and unbuilt units in the Mashpee Commons Special Permit, which
include 100 residential units where approximately one-half remain to be built.
Ms. Faulkner appreciates the simulation and that it was an additional cost, but it was provided
before all these assumptions were laid out. She would love to see an update.
Ms. Sullivan stated the simulation included Chipotle. It was an exercise to model signal
phasing and trips to driveways in real time.
Mr. Tobin noted this is adversarial to the traffic problem, not to the applicant, and they have to
aggressively manage traffic. We are trying to do our due diligence on traffic. The study has to
be updated in two ways, the 2005 study was used, the 2010, or more recent studies should be
used for the 40B, as should the Special Permit unites. We are leaving no stone unturned.
Ms. Waygan would like another simulation video that is updated and got confirmation from the
consultant they would be willing to do that.
Mr. Tobin would like an explanation of the finding on Route 28 of 75% entering from the rotary,
and 25% coming from Falmouth.
14
