of TMs s,s
z.
Aannin Board
c
16 Great Neck Road North
.wlashpee, Aassachusetts 02649
Ms. Sullivan looks at how traffic is currently distributed, net ends of how people are entering
and how people make their way. Based on existing travel patterns, the assumption is similarly,
that 75% of trips would come from the rotary, thus resulting in the standard distribution of trips
and trip generation.
Mr. Lucas estimated based on recorded data, overall traffic data and assumptions of where
people are coming from. Ultimately, assumptions are baked into that.
Mr. Bogosian's simulation would show 75% of traffic coming from the rotary with three cars
using that right-turn entry curb cut on Rt. 28.
Ms. Faulkner explained how she has taken data, and starting from the rotary going toward
Falmouth, there are multiple curb cuts, Bank St., Steeple St., Jobs Fishing Road, and
Shellback Way. How long does it take to get to Shellback Way in the worst of conditions. She
has no idea how to put it all together.
Mr. Tobin pointed out the peak summer capacity analysis table after the GIS map, 2031
projections show no build a D and build as a C. How does mitigation improve?
Ms. Sullivan noted that as a typo, saying existing is D, it is D now and will remain D later. This
shows a less than one second increase of average delay.
Mr. Tobin is 100% for pedestrian safety improvements, he has heard about signal timing
adjustments and flashing yellow arrows, but what mitigation efforts will help with traffic flow?
Ms. Faulkner considered driving up Rt. 28 from Falmouth and making a left turn onto Shellback
Way.
Mr. Tobin appreciates less delay on side streets, but does that mean more of a delay on Rt.
28?
Ms. Sullivan answered affirmatively. She also said the safety improvements on Shellback Way
to turn left on Rt. 28 will bear no impact on Rt. 28. Clearance levels are modified to allow
adequate yellow for the speed of drivers to be able to come to a stop and fully clear the
intersection at red having minimal impact on Rt. 28.
Mr. Milbury is concerned about the 75% that will be using the cut-through to avoid sitting on
Shellback Way.
Mr. Lucas explained the flashing yellow arrow makes no change from current phasing, from
there today those people can make a permissible left turn, no green arrow, but left turn if gap.
15
