of TMs s,s
z.
Aannin Board
c
16 Great Neck Road North
.wlashpee, Aassachusetts 02649
That continues to be the same, during that operation in the future, the flashing yellow is
flashing.
Mr. Milbury asked about putting in a green turn signal for the 75% of consumers going to the
rotary. It would greatly benefit those people but degrade the intersection. Additional time is
needed to serve just one singular movement.
Ms. Faulkner noted the delay on Rt. 28, when someone is crossing the crosswalk on the right
turn in, it might be unlikely, but it will cause back up on Rt. 28.
The February 4th meeting will have a civil engineering and continued traffic discussion, along
with the entrance alternatives for trucks.
MOTION:
Mr. Balzarini made a motion to continue the Public Hearing to February 4,2026 at
6:40PM. Seconded by Ms. Faulkner. All in favor.
BOARD ENGINEER REPORT
Ms. Christy stepped away for the moment, but they are currently working on the letter for the
Shellback Way project.
OLD BUSINESS
LCP Review and Update- Land Use and Facilities
Mr. Tobin noted the Facilities chapter was done by Mr. Hansen and he took on Land Use with
his Department. He solicited feedback from Department Heads across Town. Recently, he
finalized a table in the Facilities chapter that covered all town owned buildings covered by the
Capital Facilities Plan. He will follow up with the DPW Director for commentary and feedback.
NEW BUSINESS
Vote on Topspin Cash Surety pending Subdivision Approval
The estimate from Pastore Construction was for $713,000, the applicant is asking to do a
performance bond in lieu of covenant.
Mr. Tobin explained typically, a covenant is the first step, a recorded restriction without a dollar
amount, all ways are paved, utilities are installed, then the applicant comes back before the
Board for a release of covenant. If the work is incomplete, they will issue a performance bond.
Here, the applicant wants to jump right into the bond stage with a dollar amount that should
cover all costs. It helps the applicant when holding permits to start building. With that, the
estimate has 50% added.
16
