of TMs s,s <br /> z. <br /> Aannin Board <br /> c� <br /> 16 Great Neck Road North <br /> .wlashpee, Aassachusetts 02649 <br /> Mr. Tobin will file the COA with the Clerk's Office tomorrow, the appeal is up in 20 days, and <br /> this will appear on the agenda again for the signing of the Mylar. <br /> 6:40PM (Continued from 12/17/25) <br /> Applicant: Shellback Development LLC <br /> Location: 674 Falmouth Rd/ 9 Shellback Way, Mashpee MA <br /> Assessor's Map 81, Parcel 132 <br /> Request: Special Permit Application to construct a 13,229+/- SF specialty <br /> retail grocery store on 3.97 +/- acres of undeveloped land pursuant <br /> to Sections 174-24(C) & 174-25E(1) & E(2) of the Mashpee Zoning <br /> Bylaw. <br /> Ms. Waygan read the Public Hearing notice into the record and welcomed everyone in the <br /> audience to tonight's meeting. They set aside an entire meeting for traffic, and this evening <br /> there will be a traffic presentation. She recognized the applicant. <br /> Emily Sullivan, Project Manager at Bowman and Mark Bogosian, developer on the project, are <br /> present this evening to discuss the traffic study. <br /> Ms. Sullivan prepared a slideshow presentation. They worked with the Cape Cod Commission <br /> and created a scope based on their DRI review process. The study was prepared in <br /> conjunction with MassDot and the Commission's requirements as well as Institute of <br /> Transportation and Engineers. They looked at peak summer flow as well as average <br /> conditions. There are 14 intersections that were considered for future conditions and trip <br /> generation. <br /> Traffic data was collected on a weekday morning, weekday afternoon, and Saturday morning. <br /> Crash history is examined to identify existing safety deficiencies. A site visit is performed to <br /> confirm roadway geometries and signal operations. A traffic model helps evaluate project <br /> impacts. <br /> Level of service is reported on a scale of average delay per seconds and land configuration to <br /> identify more room to take on traffic. Existing conditions are factored in the built and non-built <br /> form, 7 years from now, with trips to the project layered in to the built for comparison. Under <br /> built, showing the project, mitigations are identified and show land configuration changes and <br /> how that offset impacts. <br /> Shellback Way and Jobs Fishing Road are in the vicinity, resulting in traffic to and from the <br /> site. The majority of trips are anticipated based on existing traffic patterns to use the right turn <br /> in entryway and exit to Shellback Way. Anticipated traffic from the south onto Shellback results <br /> in 25%. <br /> 4 <br />
