Ms. Waygan <br /> inquired how the Board knows if this gets done. Mr. Bogosian answered they have to contract <br /> to do this work. These are items that he must personally ensure get accomplished, per the <br /> Cape Cod Commission, and they hire MassDOT contractors to complete, and then he gets <br /> occupancy. They have other mitigation money going to the Commission. <br /> Mr. Tobin reiterated these mitigations will be cleared before receiving the Certificate of <br /> Occupancy. Mr. Bogosian confirmed. <br /> Mr. Hansen asked about the Rt. 28 intersections with Meetinghouse and Red Brook, and he <br /> also noted the Commissions program to improve safety in Vision Zero. Those two intersections <br /> were vocalized when the Commission was looking at dangerous intersections. He thinks part <br /> of that should be widening the roads for people to go around on the right. <br /> Ms. Sullivan noted the further away from the site they get, impacts decrease to the site. They <br /> were requested to focus on areas of mitigation closest to site, impacted by this project <br /> specifically. A simulation video was shown to demonstrate cars traveling to/from this project <br /> under one hour in peak time. This is a good tool to use when looking at signal phasing. <br /> Greg Lucas, Traffic Engineer with Tighe and Bond, conducted a 6-page analysis of the study <br /> on 12/19/2025. He leads traffic reviews for all the Commonwealth, and he possesses national <br /> certifications for road safety. He reviewed both the study provided by Bowman and the site <br /> plans for access and circulation, looking at both vehicle and pedestrian access. He had 31 <br /> total comments, on both the study and site plans. The study was done consistently with <br /> MassDOT and industry standards. This study looked at peak summer, adjustments were made <br /> to volumes, and it showed background and growth over 7 years, with and without the built <br /> condition. He had some questions related to unbuilt developments. Regarding the bus stop, he <br /> is unsure why people would walk from the back of the site, it may make more sense to put the <br /> stop on Rt. 28, to allow access to other adjacent sites as well. He has not issued a revised <br /> letter, but overall the information has been satisfactorily updated. <br /> Ms. Waygan asked about comment 19, the included site distance calculations from the new <br /> driveway and exiting vehicles to be seen by approaching cars. She requested consideration of <br /> an uphill grade. It was confirmed that was considered and asked for the clearing be shown on <br /> the site plans, to clarify where clearing is necessary to achieve site distance in the study. <br /> Ms. Waygan continued with comment 20 about the bus stop. She stated concern for <br /> pedestrians when crossing three driving aisles to cross. Right now, plans show where it is <br /> currently proposed. They are open to looking at other placement options. Further, she would <br /> like them to talk to CCRTA, as well as placement on Rt. 28, but sometimes they do not prefer <br /> to stop on Rt. 28. <br /> 6 <br />
