Proposed vista pruning <br /> project. (Representative: Cape & Islands Engineering, Inc.) 43- <br /> 3393 <br /> Chuck Rowland of Cape and Islands Engineering presented a proposal on behalf of the property owner for <br /> vista pruning within the vegetated buffer strip. The work consists of hand pruning, with use of a mechanical lift and <br /> chainsaw limited to accessing the upper tree canopy, and no heavy equipment proposed on the coastal bank. <br /> Temporary disturbance from access and staging would be restored to pre-existing conditions, followed by an engineer <br /> site inspection and submission of a request for Certificate of Compliance. <br /> The proposed view corridor width is approximately 17.3 feet,which was confirmed to be within the bylaw limit <br /> of no more than 25% of the lot width. Pruning would comply with regulations limiting removal to no more than 30% <br /> of limbs per tree within the corridor. <br /> Commissioners raised questions regarding equipment staging,protection of the coastal bank, and compliance with <br /> seasonal time-of-year restrictions for vista pruning. The applicant acknowledged the restriction and indicated <br /> willingness to comply if included as a condition. Sneider Trustees. Proposed replacement of the septic <br /> tank and construction of three season room/decks. (Representative: Shay Environmental Services) <br /> 43- <br /> 3398 <br /> Chair Steve Cook recused himself due to conflict as applicant was a former client, and Vice Chair Sarah <br /> Thornbrugh presided over the hearing. Carmen Shea of Shea Environmental presented the project on behalf of Richard <br /> and Donna Schneider. The Notice of Intent proposes work within a mapped flood zone, including replacement of two <br /> existing decks that are in disrepair. <br /> The applicant proposes to replace the rear deck with a 10-foot by 14-foot deck, slightly larger than the existing <br /> structure, supported on helical piles, and to convert the second deck on the left side of the house into a sunroom, also <br /> supported on helical piles. In both cases, the ground surface beneath the structures would remain pervious, using filter <br /> fabric and a gravel or stone dust layer,to avoid impacts to flood storage capacity. <br /> Due to the proximity of the existing septic tank to the proposed sunroom work area, the applicant also proposes to <br /> remove the existing 1,000-gallon septic tank and replace it with a new 1,500-gallon tank,relocated approximately 10 <br /> feet and connected to the existing,recently installed Title V-compliant leaching system. No increase in wastewater <br /> flow is proposed, and no trees would be removed as part of the project. The disturbed lawn area associated with the <br /> tank replacement would be restored. <br /> Commissioners discussed the increase in structural footprint,noting that the total additional area is approximately <br /> 378 square feet, and reviewed the applicability of Regulation 25, Performance Standard 2D, which requires a <br /> minimum two-to-one mitigation ratio for expanded building footprints or additional structures within the flood zone. <br /> 10 <br />
