Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Commissioners agreed that mitigation would be required regardless of the use of helical piles or pervious surfaces <br /> below the structures. The applicant indicated willingness to revise the plan to show the required mitigation area and <br /> provide a planting plan, identifying space on the lot where mitigation could be accommodated. <br /> Additional discussion addressed construction methods beneath the sunroom, confirmation that no increase in <br /> nitrogen loading or septic flow would occur, and clarification that the septic work had already received Board of <br /> Health approval as a minor component replacement. Commissioners also noted the need for mitigation to offset loss of <br /> flood storage capacity and cumulative impacts within the flood zone. <br /> The Commission expressed general support for the project, contingent on inclusion of the required two-to-one <br /> mitigation, and discussed proceeding either by conditioning approval on submission of revised plans for administrative <br /> review or by requesting revised mitigation details prior to final action. No public comment was received. <br /> MOTION: To close an issue at 83 Neshobe Road with the following condition: <br /> 1. A two to one mitigation plan <br /> 2. Proposed vista pruning project. (Representative: <br /> Environmental Landscape Solutions, LLC) 43- <br /> 3396 <br /> Tyler Gudrell of Environmental Landscape Solutions presented a Notice of Intent on behalf of Phyllis and <br /> Stephen Fagel for proposed vista pruning at 2 Cross Tree Way. The site includes salt marsh,bordering vegetative <br /> wetland, and land subject to coastal storm flowage. <br /> The applicant reported approximately 153 feet of frontage and proposed a 38-foot-wide vista corridor,which was <br /> deliberately aligned over an existing walkway, ramp, and float to minimize new vegetation disturbance. The proposal <br /> includes vista pruning consistent with regulations and removal of four saplings, representing the allowable 20% <br /> sapling removal under the bylaw. All work would be performed by hand,using hand tools or small electric equipment <br /> only, with no herbicides,heavy machinery, or mechanical clearing proposed. Pruning within the vegetated areas, <br /> including near the salt marsh edge, would be limited to selective pruning up to five feet,primarily of native shrubs <br /> such as bayberry, inkbei-iy, and clethra.No work is proposed within the salt marsh itself. <br /> Commissioners discussed a request included in the filing to extend the seasonal work window beyond March 1 <br /> due to winter conditions. The applicant explained that the request was made in coordination with staff prior to recent <br /> Commission discussions and indicated willingness to comply with existing restrictions or any limits set by the <br /> Commission, including a potential short extension if approved. <br /> MOTION: To close an issue at 2 Cross Tree Way with the following condition: <br /> 1.
