Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> NOI 59 The Heights,John & Cynthia Brink Trustees. Proposed vista pruning project. <br /> (Representative: Environmental Landscape Solutions, LLC) 43- <br /> 3395 <br /> The applicant presented a proposal for vista pruning within the buffer zone to an inland bank at 59 The Heights. <br /> Based on approximately 95 feet of frontage, a 23.75-foot-wide vista corridor was calculated to remain within the <br /> allowable 25% frontage limit and to minimize vegetation disturbance. <br /> The proposal includes selective pruning of one oak tree located within the vista corridor. The work would involve <br /> removal of coppice growth within the center of the tree,representing less than 20% of the tree's vegetation, and is <br /> intended to improve overall crown health. No saplings are proposed to be removed. All other work consists of pruning <br /> lower native vegetation,primarily clethra, inkberry,bayberry, and some oak saplings, consistent with vista pruning <br /> guidelines. The corridor was intentionally aligned to avoid the eastern portion of the tree line and set back <br /> approximately five to six feet from the property line to prevent encroachment onto neighboring property. <br /> The applicant explained that the selective pruning of the oak is expected to benefit the long-term health of the tree <br /> by directing growth and nutrients to the crown. Commissioners had no questions or concerns, and no comments were <br /> received from staff or the public. <br /> MOTION: To close an issue at 59 The Heights with the following condition: <br /> 1. Proposed raze and replacement of the house,pool& <br /> patio installation, septic system replacement, and mitigation plantings. (Representative: <br /> Cape&Islands Engineering,Inc.) 43- <br /> 3207 <br /> The project included the raise and replacement of the house,pool and patio installation, septic system replacement, <br /> and associated mitigation plantings, all of which have passed inspection. <br /> Staff reported that the required multi-year mitigation maintenance agreements were submitted and remain in effect, <br /> with one additional year of monitoring reports still required as an ongoing condition. Oversight of mitigation work is being <br /> handled by Tyler Gudrell. <br /> During discussion, a commissioner noted that the packet did not include the as-built plans or original Order of <br /> Conditions and asked for clarification regarding a stone path installed in place of certain stormwater mitigation features and <br /> plantings. Staff explained that a planned stormwater feature adjacent to the salt marsh was ultimately not installed, and that <br /> omission was considered a substantial compliance trade-off. The stone path was deemed acceptable because it is porous and <br /> does not increase nitrogen loading. <br /> Staff agreed to confirm that all required documentation is on file. <br /> MOTION: For a Certificate of Compliance on 2 Cross Tree Way. <br /> Motion by: Richard Sahl Seconded by: Sandi Godfrey <br /> Vote: Motion passed by unanimous vote. <br /> (Steve Cook, Sarah Thornbrugh, Paul Colombo,Sandi Godfrey,Seana Pitt,Richard Sahl) <br /> 12 <br />
