Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> The existing septic tank would be relocated a short distance (approximately five feet). The Board of Health <br /> approved retention of a standard Title V system due to the property's location in Phase 2 of the sewer expansion, <br /> with sewer installation underway nearby and a condition requiring connection once sewer service becomes <br /> available. <br /> Commissioners asked clarifying questions regarding septic location accuracy,proximity to resource areas, <br /> coastal bank protection, erosion potential, and whether the addition could be shifted further from the buffer zone. <br /> Staff confirmed that the garage and breezeway are outside Conservation jurisdiction and that the property is not <br /> within a flood zone. It was also noted that a ZBA application had been filed. <br /> No public comment was received. The Commission continued discussion regarding the proposed <br /> relocation of the septic system, specifically noting that the leach pit location shown on the plan was identified as <br /> approximate and based on existing records. Commissioners discussed the potential need for field verification of <br /> the leach pit location prior to construction and indicated that, if the actual location differs from what is shown on <br /> the plan in a way that could affect the approved limits of work or proximity to resource areas, additional review <br /> may be required. The Commission discussed incorporating a special condition to require confirmation of the leach <br /> pit location and to ensure that any necessary adjustments are reviewed to prevent impacts beyond those approved. <br /> MOTION: To close an issue at 30 Captains Row with the following conditions: <br /> 1. Two-year mitigation monitoring plan; and <br /> 2. Proposed single family house <br /> construction with onsite sewage disposal system and landscaping amenities. <br /> (Representative: Marsh Matters Environmental) (cont. 1.08 / 1.22) 43- <br /> 3387 <br /> Mike Ball of Marsh Matters Environmental presented revisions to the proposed single-family residence at 16 <br /> Slice Way on behalf of applicant Kirill Stoyanov, following issues raised at the prior hearing. The 0.38-acre lot <br /> previously contained a dwelling that was demolished in 2017-2018 and is now fully vegetated. The adjacent <br /> resource area is a constructed golf course pond associated with the New Seabury Country Club, which has <br /> developed a vegetated fringe qualifying as BVW. All proposed work is located outside the 75-foot buffer zone, <br /> with the closest work approximately 88 feet from the inland bank. <br /> The applicant addressed prior Commission comments by correcting the proposed septic system to a <br /> denitrification system, reducing lawn area to below the 10%maximum allowed by regulation, clarifying that the <br /> driveway will be gravel/crushed stone rather than paved, and submitting revised nitrogen calculations. Additional <br /> revisions included updated stormwater management using subsurface chambers and enhanced screening for the <br /> western abutter through the replacement of native shrubs with eight arborvitae to improve visual buffering. <br /> Construction dust concerns raised by the abutter were addressed through a proposed stone tracking pad at the site <br /> entrance. <br /> Commissioners reviewed the updated materials and acknowledged that many prior concerns had been <br /> resolved. Additional discussion focused on the nitrogen calculations, which showed missing wastewater flow <br /> values; the Commission indicated this information must be completed and incorporated into the record as a <br /> 5 <br />
