IMBO
w Afforda6Ce Housing Committee
16 Great Neck RoadJVorth
Mashyee, M-A 0264.9
Considerations
-Is the mission compatible with the current LCP update?
-What policies, review criteria, or other principles can guide the proposal?
-How can the AHC and AHT coordinate their work?
-The Strategic Plan can help guide, and the CPC may have a plan that could help guide.
-The HPP is a five-year plan, and those actions can be helpful to consider.
-Technical assistance from the regional housing services.
After the presentation, the Committee discussed and offered Public Comment.
Ms. Geoffrion asked about changing Ch.4013 so all controlled housing can be counted. We
have a lot more affordable housing than we think.
Ms. Lanzilotta answered that vouchers are obtained in other areas, not 40B. Those details
come down to regulations, guidelines, and statute. The most recent guidelines are from 2014,
and regulations, 2008. One way to fight 40B is to petition or lobby legislature. The voucher
moves with the resident; it is not project based. People who obtain vouchers don't necessarily
remain in the community.
Mr. Tutor asked about federal funding that is available to the Town of Mashpee right now.
Ms. Lanzilotta answered Ch.4013 has an extensive list of state and federal guidelines. She is
unsure what is active currently, but many federal funds are filtered through the state and the
annual competitive funding rounds. They are updated on an annual basis.
Chair Sparkes noted 352 total units as rental, minus the 54 market rates, equaling 298, and
some of the rentals are not in perpetuity. Mashpee Commons will roll off in another 20 years,
which will drop the SHI down.
Ms. Lanzilotta said the comprehensive permit notes whether the deed restriction is in
perpetuity or not, but it does mean the town is the only one monitoring it. For projects with
more subsidy involved, where most units are affordable, when a project requires reinvestment
or a funding source is expiring, there is a requirement to go through a process so the state can
intervene and protect. It would require looking at the decision itself.
She continued one requirement to the SHI, the project is subject to a marketing plan to ensure
a broad, wide, and random selection process. Housing on Tribal land is exclusively for
members of the Wampanoag Tribe.
4
