LeClair <br /> Village developed when the HPP was not in place, and now the HPP is in place. Safe Harbor is good for one year and you do have to request this <br /> designation from EOHLC, who will grant a certification of compliance. <br /> Dating back to 2007, Mashpee Commons has phased out their rental development and will <br /> count towards the SHI. Guidelines specify, when a project is first eligible, but permitted as a <br /> phased project, you may need to get approvals for every phase. <br /> Ms. Geoffrion noted the year-round housing units in this town being 7,342, she wonders if that <br /> considers seasonal or vacant homes? It was answered that the centennial census considers <br /> those homes. <br /> Mr. Sparkes added that other towns have entities other than the AHC and AHT to help in these <br /> areas. <br /> Ms. Lanzilotta added it is important to note the Affordable Housing Trust consists of the entire <br /> Select Board. The Select Board is so heavily in the Trust, they help preserve the two-group <br /> structure. <br /> Chair Sparkes stated the AHT includes the ability to employ advisors and pay towards a grant <br /> to fund a full-time or part time Affordable Housing staff member. Town Counsel posed some <br /> questions regarding funding sources, such as the CPA. <br /> PUBLIC COMMENT <br /> Mary LeClair- She worked in Mashpee Commons from 1966-1978 and there was no housing. <br /> In 1966 there were two buildings here, then she left in 1978 and nobody was living there. <br /> Wouldn't the designation be when they started having housing in the complex? She always <br /> thought the time limit would be renewed. <br /> Michaela Wyman-Colombo- She wanted to touch on local preference. When Ms. Lanzilotta <br /> was discussing the SHI and it being advertised broadly by lottery, how does local preference <br /> come into that? <br /> 5 <br />
