There is a long history, but it works by the project being marketed, then a lottery is <br /> developed by two lists, members of the local preference pool are drawn first. Then any non- <br /> selected locals move to the general list for the rest of the 70% of available units. There are <br /> veterans or senior housing local initiative projects and would have to agree to limitations as <br /> well as a strong justification for it. There are subsidy sources specific to veteran housing. <br /> Lynne Barbee- She understands there is a law that relates to mobile homes. We have two <br /> mobile home parks, are any of those units counted anywhere in any of these statistics? <br /> It was answered mobile homes are a housing unit type, and without knowing more, it is likely <br /> they get counted for the purpose of the denominator of overall housing. <br /> John Cotton- He wants to know how to categorize something as affordable and asked if that <br /> was legislature. He also doesn't understand why the Tribal units cannot count towards the <br /> Mashpee goal if their nation is in Mashpee. He also thinks the Comprehensive Permit for <br /> Mashpee Commons needs to be looked at to have a better understanding of the 30-year <br /> expiration, and how to monitor that going forward. Additionally, he would like to know when that <br /> initiated, was it when they broke ground or occupancy? As they begin their new phase, how <br /> many units will be affordable? Due to it being a comprehensive permit, he isn't sure if they are <br /> accountable for those units now, or on the back end. <br /> Mr. Sparkes commented when the 52 previous units were built, a chunk of affordable were <br /> built at that time. Now they are proposing 54 units, so 25% will be marked as affordable. <br /> Ms. Lanzilotta stated the EOHLC includes mobile homes and thatfigure is used for 10 years. <br /> In terms of getting on the SHI, it is a strict process. It does not mean these units don't provide <br /> an important resource or need for the community, but it must be under a subsidy program. If it <br /> isn't, it won't ever be added towards the SHI. Tribal Housing is an ongoing conversation with <br /> the Town. The restriction is between the regulatory developer, Mass Housing and Mashpee <br /> Commons. A comprehensive permit or agreement will have language about phasing. <br /> Ms. Muller called Mashpee Commons to inquire about perpetuity and it couldn't be answered, <br /> but they are very busy starting their new building. She will follow up at a later time. On <br /> affordability, does the state set the income? What we have in our minds to be affordable, turns <br /> out, is not affordable. Going forth in contracts, perpetuity should be identified. She inquired if <br /> affordable units are ready at the same time. <br /> 6 <br />
