She alluded to the discrepancy of <br /> calculations, as the wrong percentage was used originally, thus making the intersections <br /> appear in better conditions from the incorrect pass by figure. <br /> Ms. Sullivan confirmed that correction was made following the original peer review comment <br /> from Tighe and Bond in their initial review letter, 36% was a carryover from a previous <br /> handbook and it was updated to the appropriate 24%, and it will be further looked at with new <br /> d ata. <br /> Ms. Faulkner noted pass by trips don't add volume to Rt. 28 but do affect turning movements <br /> at Rt 28 and Shellback Way. Passby trips increase queue in turning lanes. Passby trips <br /> increase rear end and angle crashes. <br /> Ms. Sullivan confirmed Ms. Faulkner's first statements, but said the crash increases would <br /> depend, any vehicle whether pass by or new has the same weight on crash patterns, as they <br /> are more intersection features than volume. <br /> Ms. Faulkner continued saying pass by trips on Rt. 28 will grow as our population grows, as <br /> well as surrounding towns. In general, pass by trips on Rt. 28 will increase as Mashpee's year- <br /> round and seasonal population and surrounding towns grow. <br /> Ms. Sullivan asked if she meant the number of trips to the site would grow? Pass by trips are <br /> part of a total trip generation estimate, it would be associated with development size. It would <br /> fluctuate seasonally sure, the number of trips wouldn't expect to grow, and pass by is relative <br /> to store size and land use. <br /> Ms. Faulkner's statement is pass by trips are going to increase as population expands, and <br /> surrounding towns. Even though Trader Joes is not causing the problem, there is a problem. <br /> Ms. Sullivan stated standard typical driver behavior is assumed throughout the study. <br /> Ms. Faulkner continued that she sees Level C LOS (Level of Service) appearing many times, <br /> meaning noticeable delays but still acceptable. Just because a LOS is acceptable does not <br /> equate to safe and functional operation on an already saturated Route 28. <br /> Ms. Sullivan stated they look at impacts related to the project and compare the impacts with <br /> the project at build to no build, they will update results with new data, but impacts show <br /> minimal increase with or without this project, looking at future conditions. <br /> 9 <br />
