With new build, Saturday traffic dropped from <br /> LOS C to LOS F, with a greater than 50 second delay and 76% volume to capacity, and she <br /> stated that is bad. <br /> Ms. Sullivan stated when looking at increase of delay, Saturday, and in the no build, it's less <br /> than a 5 second delay increase when adding the project, which would be considered minimal. <br /> Ms. Faulkner noted the Steeple St. LOS F across the board, in the build and no build. It does <br /> not say what the delay is, it just says greater than 50 seconds. Greater than 50 seconds at an <br /> unsignalized intersection is failing, the road can't handle anything more. <br /> Ms. Sullivan stated they will update to show the full delay that is now located in the appendix, <br /> when they update, they will add the analysis to the table. Whether the project happens or not, <br /> intersections are operating at LOS F showing the impact of the project being minimal. <br /> Ms. Faulkner would like the delay of greater than 50 seconds to be represented by a number. <br /> She would like to see it in peak summer, average no build and build, and Saturday evening, <br /> showing the quantity in seconds, as represented in LOS A, B, C, D, and E. <br /> Ms. Sullivan noted once something is identified as a LOS F, it just says greater than 50 <br /> seconds. Updated tables will show delay value rather than greater than wording. <br /> Mr. Tobin asked if those numbers were based on future conditions. <br /> Ms. Sullivan stated the 2031 no build is the future conditions, considering background growth <br /> and additional developments but no project, all this happens whether the project happens or <br /> not, with those projected operations at that intersection. The build is taking those trips directly <br /> related with that development and adding to the no build data. <br /> Ms. Faulkner brought up Steeple St. being unsignalized and fairly close to this project, even <br /> though these intersections average in peak summer conditions as failure in no build and build, <br /> the delay and percentage of volume will increase if you build. If you build, delays will be <br /> greater than 50 seconds, which is long. Volume to capacity in peak summer will be greater <br /> than one, and we know that means failure and gridlock. <br /> 10 <br />
