Please tell <br /> us what that number is as well. <br /> Ms. Sullivan sees where she is looking at over one, a lot of peak summer data is also <br /> happening under the existing analysis. They are again focusing now only on the impact of the <br /> project and if that changes from the no build to build. <br /> Ms. Faulkner asked when the volume to capacity ratio is over 1 , what happens on the road? <br /> Ms. Sullivan stated when the volume to capacity ratio is over 1 it's an indication the <br /> intersection when signalized, no longer has the capacity to handle additional volume, <br /> mitigations would include signal timing adjustments or additional modifications. For <br /> unsignalized roads, modifications would be specific to stop control movements not the <br /> intersection as a whole. The unsignalized location would see a longer queue internal to a site <br /> or a minor road but not affecting the main Rt. 28. <br /> Ms. Faulkner added the queues will get longer, resulting in gridlock, and then people get <br /> stressed, and a minor incident can cause a major breakdown. <br /> Ms. Sullivan acknowledged any intersection with a crash would result in delays. She reiterated <br /> these queues remain to the site, bearing no impact to Rt. 28 but causing internal delays. <br /> Ms. Faulkner asked about page 60, mitigations. She noted mitigations are considered at <br /> Mashpee Rotary, Rt. 28 and Jobs Fishing Road, Rt. 28 and Donna's Lane, Shellback Way and <br /> Charles St. due to high crash volumes. <br /> Ms. Sullivan noted the list is longer, but agreed it was any location resulting in a high crash rate <br /> within proximity to the project. <br /> Ms. Faulkner asked if the intention was to do all mitigation as listed in the tables on page 61 <br /> and 62 of the TIS. <br /> Ms. Sullivan answered yes, and stated they are represented in graph form as well. <br /> Ms. Faulkner asked if they intended to complete the mitigation before they are issued a <br /> building permit. <br /> Ms. Sullivan confirmed, which is also a condition of the Cape Cod Commission, that they will <br /> be implementing that mitigation. <br /> 11 <br />
